    ABOUT THE OFFICE

    The Office of the Circuit Executive (OCE) serves the Ninth Judicial Circuit of the United States Courts. It is the largest federal circuit in the country, comprising nine western states and two territories. The Office serves the Court of Appeals as well as the District Courts, Bankruptcy Courts, Probation and Pretrial Offices, and Federal Public Defenders.

    The OCE was created by statute to provide professional administrative staffing to circuit councils, which are composed primarily of judges engaged full-time in deciding cases. The OCE provides administrative support to the Judicial Council of the Ninth Circuit and its various committees. It also provides direct services to judicial court units in the Circuit. OCE responsibilities flow from directives of the Judicial Council or the Chief Judge of the Ninth Circuit.

    The OCE is committed to providing professional support to the Judicial Council and courts of the Ninth Circuit and ensuring the highest level of public trust in the administration of justice. This support includes identifying needs, conducting studies, proactively developing and implementing innovative policies, providing training, public information and human resources support, coordinating building and IT projects, and advising the Council on procedural and ethical matters.

    ABOUT THE ROLE

    We're looking for a visionary leader who enjoys collaborating with IT professionals throughout the Federal Judiciary. The circuit IT Security Officer will be responsible for implementing, expanding, and running the circuit's information security program. This position is ideal for someone who is passionate about information security and is excited to share that passion throughout the circuit. The circuit ITSO will conduct training and education sessions for Judges, unit executives, and IT staff within the circuit.

    REPRESENTATIVE DUTIES:

    Here are some important projects we will want you to tackle at the onset:

    • Identify initiatives to advance and expand the information security posture in the circuit.
    • Support court units in meeting the Federal Judiciary requirements for IT security.
    • Support the Office of Circuit Executive (OCE)'s technology security needs, including overseeing the deployment and configuration of various enterprise tools.
    • Build and maintain relationships with stakeholders throughout the circuit and the Administrative Office of the US Courts (AO), advising on all aspects of technology security.
    • Manage and track information security incidents and events in the circuit.
    • Hire and onboard new IT Security staff to support the goals of the IT security program.
    • Other duties and projects relevant to the position, as assigned.

    REQUIRED QUALIFICATIONS

    • Bachelor's degree in Information Technology, Information Security, or similar field.
    • Thorough knowledge and experience in theories, principles, practices, and techniques of information security.
    • Knowledge of network security threats and ability to implement preventative controls.
    • Ability to develop and interpret standards, policies, and procedures and analyze systems and procedures, write and review standards and procedures, handle multiple projects.
    • Superior writing, speaking, listening, and presentation skills.
    • Advanced ability to think critically and strategically, and to develop and implement innovative programs and practices.
    • Demonstrated capacity to see the big picture and master the details, while deftly navigating between the two.
    • Exceptional emotional intelligence and track record of building strong relationships.

    PREFERRED QUALIFICATIONS

    • Experience working in the federal judiciary, and leveraging its enterprise information security tools (Nessus, Splunk, KACE, WorkSpace One, Symantec, Apex One).
    • Prior experience delivering and managing NIST and/or ISO-based Information Security Programs.
    • Expertise in project management.

    REWARDS & PERKS

    *Salary: $75,615 - $146,158 (CL 28 – CL 29), depending on qualifications, experience, and duty location. While priority will be given to applicants who reside within the Ninth Circuit, candidates who reside anywhere within the United States are welcome to apply. Occasional travel to courts throughout the circuit, the Circuit Executive's Office in San Francisco, as well as to AO offices will be required. Please refer to the Court Personnel System Pay Rates for specific locality rates.

    Time off: 11 paid holidays, 13 vacation days, and 13 sick leave days per year. After three years, vacation days accrue at a higher rate.
