    ABOUT THE OFFICE

    The Office of the Circuit Executive (OCE) provides administrative support to the Judicial Council of the Ninth Circuit and its various committees, and consulting services to all the judicial units in the Circuit. It is the largest federal circuit in the country, comprising nine western states and two territories.  The Office serves the Court of Appeals as well as the District Courts, Bankruptcy Courts, Probation and Pretrial Offices, and Federal Public Defenders.

    The OCE was created by statute to provide professional administrative staffing to circuit councils, which are composed primarily of judges engaged full-time in deciding cases.  The OCE provides administrative support to the Judicial Council of the Ninth Circuit and its various committees.  It also provides direct services to all the judicial court units in the Circuit.  All OCE responsibilities flow from directives of the Judicial Council or the Chief Judge of the Ninth Circuit.  The OCE is organized around the Council's core functions.

    ABOUT THE ROLE

    The Assistant Circuit Executive for Information Technology (IT) serves as a senior IT expert and authoritative technical consultant within the Ninth Circuit Office of the Circuit Executive. The incumbent engages with customers to develop and revise IT policies, practices, products, services, and strategies based on laws, regulations, business needs, and user needs. Applies knowledge and expertise to make decisions or recommendations that interpret, develop, or change IT policies, programs, or initiatives. Additionally, the Assistant Circuit Executive for IT leads cross-functional teams' efforts to plan, develop, and execute complex IT projects that deliver innovative IT services.

    REPRESENTATIVE DUTIES

    • Consult with and provide advice and guidance to judges, senior managers, and staff of the courts throughout the circuit regarding IT.
    • Provide administrative and staff support to the circuit judicial council and its IT committee and Judicial Conference committees with respect to IT.
    • Initiate, direct, and supervise circuit-wide activities regarding IT.
    • Maintain communication with staff throughout the circuit and provide guidance regarding activities, policies, and procedures within IT.
    • Serve as a clearinghouse or resource for information among courts in the circuit regarding IT.
    • Coordinate and facilitate circuit-wide advisory groups, working teams, or other similar groups.
    • Initiate, recommend, and assist with the development of strategies, plans, actions, policies, standards, rules, and procedures related to IT.
    • Develop strategies to influence authorities and facilitate decision making regarding IT.
    • Monitor and evaluate circuit-wide quality of work, level of compliance, or staff activities regarding the area of expertise or responsibility.
    • Represent the circuit in judiciary-wide initiatives, meetings, conferences, etc.
    • Develop and present training for courts throughout the circuit.
    • Administer and manage various programs and initiatives, as assigned.
    • Initiate and manage special projects, research, and similar activities, as applicable.
    • Supervise administrative and professional staff within the circuit, as assigned.

    REQUIRED QUALIFICATIONS

    • Four years of specialized experience, including at least one-year equivalent to work at CL 31
    • Experience in the Federal Court system is preferred.

    REQUIRED COMPETENCIES

    Have IT-related experience demonstrating each of the four competencies and the specialized experience listed below:

    • ATTENTION TO DETAIL - Displayed thorough performing work and ensuring a constant analysis of requirements while meeting all deadlines.  Analyze information from multiple sources related to assessing significant new requirements, evaluating alternatives, and providing well thought out recommendations as to the impact on policies and programs.

    • CUSTOMER SERVICE - Collaborates with customers and stakeholders to assess their needs, provide information or assistance, help to resolve their problems or satisfy their expectations; is well versed on the requirements process, and is committed to providing excellent quality products and services.

    • ORAL AND WRITTEN COMMUNICATION - Expresses information to individuals or groups effectively; makes clear and convincing oral presentations or written work product; listens to others, attends to nonverbal cues, and responds appropriately. Prepare and present executive-level reports, papers, and briefings about policies, current issues, and future opportunities.

    • PROBLEM SOLVING - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.  Advise on administrative and operational matters that aid in prioritizing IT programs and make recommendations on IT programs and services.

    Experience planning, organizing, and managing the development and delivery of a broad range of problem resolution and technical support services.

    Experience reviewing and updating technical architecture, including systems, applications, and hardware products.

    Experience overseeing the resolution of complex infrastructure management issues.

    Experience working with cross-functional teams.

    Salary*: $145,132 TO $181,500 (CL 32), *Actual salary based upon qualifications, experience, and duty station

    Time off: 10 paid holidays, 13 vacation days, and 13 sick leave days per year. After three years, vacation days accrue at a higher rate.
