    Do you possess excellent communication and critical thinking skills, and can stay cool under pressure? The Office of the Circuit Executive for the Ninth Circuit is seeking an Emergency Preparedness and Security Officer to join our team. 

    REPRESENTATIVE DUTIES

    • This is a shared administrative services position located in San Francisco.  The EPSO reports to the Assistant Circuit Executive for Space & Facilities and administers the COOP and emergency preparedness programs for the circuit and serves as the in-house security expert for the Court of Appeals.
    • Helps develop and administer the occupant emergency plans and the continuity of operations plans for all court units and locations, assisted by designated staff from each court unit.
    • Coordinates emergency, COOP, and security responses with the U.S. Marshals Service (USMS), the Federal Protective Service (FPS), the General Services Administration (GSA), and other federal, state, and local law enforcement and emergency services agencies.
    • Serves as lead staff to security committees throughout the circuit with responsibility for evaluating security solutions developed by law enforcement stakeholders, advising judges and court leadership on appropriate security measures, and coordinating with USMS and FPS to implement physical security measures.
    • Plans and conducts training and drills to prepare judges and staff to respond safely in various kinds of emergencies
    • Consult with district and bankruptcy courts, as well as probation, pretrial, and federal public defender offices within the circuit, and as necessary, take on other responsibilities associated with general space and security projects.

     

    REQUIRED QUALIFICATIONS

    Master's Degree in emergency management or two years of specialized experience in emergency management and/or security systems, including at least one year equivalent to work at CL 27.

    PREFERRED QUALIFICATIONS

    • Experience in or working knowledge of the judiciary and/or USMS.
    • Certification as an Emergency Manager through the International Association of Emergency Managers (IAEM) or other national or state-recognized authority.
    • Certification as a Professional Continuity Practitioner or Master Continuity Practitioner through the Federal Emergency Management Agency (FEMA)
    • Certified Protection Professional (CPP) accreditation

    Salary*: Depending on qualifications and experience, $74,849 to $121,694 (CL 28) 

    Time off: 13 days of paid vacation for the first three years, increasing with tenure thereafter,

Excepted service appointments are “at will” and can be terminated with or without cause by the Court.  Employees will be hired provisionally pending the results of a background investigation and fingerprinting.  Employees are required to adhere to the Code of Conduct for Judicial Employees.  Direct deposit of pay required.  Travel throughout the Ninth Circuit is required.
