    ABOUT THE OFFICE

    The Office of the Circuit Executive (OCE) serves the Ninth Judicial Circuit of the United States Courts. It is the largest federal circuit in the country, comprising nine western states and two territories. The Office serves the Court of Appeals as well as the District Courts, Bankruptcy Courts, Probation and Pretrial Offices, and Federal Public Defenders.

    The OCE was created by statute to provide professional administrative staffing to circuit councils, which are composed primarily of judges engaged full-time in deciding cases. The OCE provides administrative support to the Judicial Council of the Ninth Circuit and its various committees. It also provides direct services to judicial court units in the Circuit. OCE responsibilities flow from directives of the Judicial Council or the Chief Judge of the Ninth Circuit.

    The OCE is committed to providing professional support to the Judicial Council and courts of the Ninth Circuit and ensuring the highest level of public trust in the administration of justice. This support includes identifying needs, conducting studies, proactively developing and implementing innovative policies, providing training, public information and human resources support, coordinating building and IT projects, and advising the Council on procedural and ethical matters.

    ABOUT THE ROLE

    The Systems and Network Administrator provides server and network support, including the use of cloud technologies to the Circuit Executive's Office on an ongoing basis, as well as to judicial units within the ninth circuit, as needed. The Systems and Network Administrator serves as a liaison to court unit technology staff by creating, planning, and helping to implement strategic solutions to solve complex problems within the ninth circuit.

    Representative duties include:

    • Provides information technology support to the Circuit Executive's Office, including server and network administration, helpdesk support, telecommunications, ad hoc technology projects, and other areas as assigned.
    • Provides technology assistance to judiciary units in the areas of server hardware and software configuration, cloud hosting technologies, server and network configuration, operating system upgrades, and other applicable areas.
    • Facilitates and coordinates meetings with technology representatives to advise, discuss, and plan for upcoming technology needs.
    • Serves as the DNS administrator for the Ninth Circuit.
    • Produces documentation to support judiciary units, including best practices, how-to documents, and other applicable guides.
    • Conducts research on network products, services, protocols, and standards.
    • Coordinates with judiciary units on upcoming and ongoing AO audits, supporting remediation efforts as needed.
    • Other duties and projects relevant to the position, as assigned.

    REQUIRED QUALIFICATIONS

    • Two years of specialized experience, including at least one year equivalent to work at the CL-25.
    • To qualify at the CL 28 level, candidate should have two years of specialized experience, including at least one-year equivalent to work at the CL-27.
    • Experience in server infrastructure design and maintenance, including cloud technologies.
    • Advanced knowledge of networking, operating systems, servers, and multi-tiered architectures with thorough knowledge of LAN/WAN networking technologies and strong network troubleshooting skills.
    • Extensive knowledge of data communication security and privacy techniques.
    • The applicant must have a positive attitude, deliver excellent customer service, be proficient in relevant aspects of information technology, and be detail oriented.

    PREFERRED QUALIFICATIONS

    • Bachelor's degree in Business, Information Systems, or a related field of study.
    • Certifications in systems management and database administration.

    *Salary: $63,077 – $122,884 (CL 27- CL 28), depending on qualifications and experience.
