    PRINCIPAL HR BUSINESS PARTNER

    HUMAN RESOURCES

    CLASSIFICATION: Level 3 / Class Code 2250 / Exempt / Full-Time / Benefited / Confidential

    HIRING SALARY RANGE: $65,000 – $90,000  (commensurate with qualifications)

    THE ROLE

    Under the general direction of the Chief Human Resources Officer, the Principal HR Business Partner is responsible for a variety of initiatives in support of departments and the administration. Areas of responsibility include, but are not limited to, recruitment and onboarding support, policy implementation and interpretation, manager training and development, employee and labor relations support, HR project management, and leave administration.

    RESPONSIBILITIES

    The percentage of time spent on each of the below areas of HR will depend in part on the experience and interests of the incumbent. This position will typically be responsible for some or all of the following HR areas:

    • EMPLOYEE/LABOR RELATIONS: Serve as resource for managers and their staff. Ensure compliance with policies and collective bargaining agreements, provide guidance in addressing performance concerns, and serve as primary contact for unions. Manage the performance evaluation process. Lead initiatives to develop and maintain job descriptions.
    • TRAINING AND DEVELOPMENT: Develop and administer training programs for managers related to employee and labor relations, HR policies and procedures, and local practices regarding performance management, recruiting, compensation, and other areas of HR. Provide individual guidance to managers as needs arise. Oversee the College-wide staff training program.
    • STAFF RECRUITING AND ONBOARDING: Manage recruitment process, assist managers with postings and candidate evaluation, and oversee the onboarding process.
    • DATA MANAGEMENT & HR OPERATIONS: Perform, review and audit transactions in HRIS. Serve as point of contact for the central payroll team.
    • LEAVE ADMINISTRATION: Actively manage employee leave process, including PDL, FMLA, CFRA, and other leaves. Serve as the primary point of contact for employees on leave, and process leave transactions in HRIS. Partner with managers to appropriately respond to leave requests.
    • HR PROJECT MANAGEMENT: Serve as project management resource for HR-related projects and initiatives.
    • OTHER DUTIES AS ASSIGNED

    REQUIREMENTS EDUCATION AND EXPERIENCE

    • Bachelor's Degree and a minimum of five (5) years of related work experience, preferably at an institution of higher education.

    KNOWLEDGE, SKILLS & ABILITIES

    • Experience coaching stakeholders, guiding performance management discussions, managing collective bargaining agreements, delivering trainings.
    • Knowledge of the higher education or public sector environment strongly preferred.
    • Experience with HR management information systems, PeopleSoft preferred.
    • Excellent communicator with a diversity of communication styles, both written and oral; may make oral and written presentations.
    • Effective decision maker regarding hiring, evaluating, and development of subordinates; determines the best way of achieving unit goals.
    • Excellent management skills that include collaboration, coaching and developing subordinates; ability to build relationships and interact effectively with diverse audiences.
    • Demonstrated experience as both a leader and team member.
    • Excellent communication and diplomatic skills specific to dealing with complex faculty appointment committee deliberations.
    • Demonstrated ability to handle difficult situations effectively.
    • Strong knowledge and experience related to employee and labor relations.
    • Demonstrated political acumen, tact, diplomacy and highest level of discretion and confidentiality in employee matters.
    • Demonstrated knowledge of federal, state and local laws pertaining to personnel administration, classification and wage administration, recruitment and selection practices and benefit administration and of supervisory principles and practices.
    • Strong working knowledge of employment laws and regulations (FMLA, ADA, Section 504 of the Federal Rehabilitation Act, Americans with Disabilities Act ADA, ADAA, California Unruh Act) and Public Employment Relations Board (PERB).
    • Understanding of academic environment, preferred.
    • Strong working knowledge of union regulations and preferably laws in public sector, preferred.
