    PRINCIPAL BUDGET ANALYST

    FISCAL SERVICES

    CLASSIFICATION: Level 3 / Class Code 2250 / Full-Time / Exempt / Benefited

    HIRING SALARY RANGE: $70,000 - $100,000 annually (commensurate with qualifications) 

    THE ROLE

    Under the direction of the Controller, the Principal Budget Analyst provides coordination of the centralized financial planning and budget management functions of the College. The Principal Budget Analyst serves as a consultant and advisor to the Controller and various department heads on a range of fiscal and associated operational management issues and communicates with external funding agencies. Researches, analyzes and interprets budget and financial data, participating with others across organizational lines in the development of a wide range of data used for formulating recommendations. Also performs complex budget, accounting, auditing, payroll and budget‐related activities.

    RESPONSIBILITIES

    Typical duties and responsibilities consist of, but are not limited to, the following:

    • Assists in the preparation of budgetary information provided to the California Department of Finance, Legislative Analyst's Office, legislative staff and other State and Federal agencies.
    • Coordinates, compiles, calculates, and develops reports of previous year expenses, current year estimated expenses, and future proposed budgets for the annual Governor's Budget.
    • Assists the CFO in coordinating annual and mid‐year budget hearings and assists department heads with analyses and recommendations.
    • Prepares written reports, analyses and other information for the quarterly meetings of the UC Hastings Board of Directors and its committee on Finance.
    • Prepares written reports, analyses and other information for the regular meetings of the UC Hastings Foundation and its committee on Finance.
    • Develops and maintains short and long-term operating forecasts and financial planning models.
    • Provides support and technical expertise for Axiom budget software to College management and department staff for budget‐related issues and oversees problem resolution.
    • Monitors revenues and expenditures to ensure that they are within budgetary levels and recommends necessary adjustments to Budget Managers.
    • Assists in directing the planning and development of operating budgets in coordination with departmental budget coordinators, Department Managers, Controller, Division Managers, Deans, and/or the Chancellor and Dean.
    • Compiles scheduled and special reports, analyses, and feasibility studies such as annual data summaries and program status reports.
    • Supports the Controller as a member of the College's audit team and assists in preparing schedules, reports and other documents as required by the auditors. Analyzes general ledger balances and assembles transaction documents for outside auditors.
    • Recommends and participates in the development of College policies and procedures; may serve on planning and policy‐making committees.
    • Plans and conducts the training of departmental personnel on Axiom budget software, budget administration, related internal procedures and controls, and access and comprehension of online financial reporting applications.
    • Performs miscellaneous job‐related duties as assigned.

    REQUIREMENTS

    EDUCATION AND EXPERIENCE

    • Bachelor's degree, preferably in Business, Accounting, or related discipline;
    • At least four years of State budget experience directly related to the duties and responsibilities specified preferred, but not required;
    • Master's Degree in finance or business administration preferred, but not required.

    • Ability to develop and maintain complex budgets in a multi‐faceted higher education setting.
    • Strong interpersonal skills and the ability to interact and build effective working relationships with a wide range of constituencies in a diverse community.
    • Ability to communicate effectively, both orally and in writing.
    • Knowledge of university and/or public institution budgeting and funding procedures, standards, and documentation requirements.
