    POSITION SUMMARY:  New York City is committed to creating a strong continuum of early care and education from birth through five-years-old. To achieve this goal, the City is working to integrate all contracted early care and education for children from 6 weeks to 5-years-old into the Division of Early Childhood Education (DECE) by the summer of 2019, with the goal of creating a strong, seamless system of support and services for New York City’s youngest children and their families. To spearhead these efforts the EarlyLearn program, which will be moving from the Administration for Children’s Services (ACS), and Universal Literacy (Equity and Excellence), will join Pre-K and 3-K for All at DECE.

     

    The Program Associate, DECE Contracts Team will provide integral support to the office through implementation of all logistics pertaining to Early Childhood contract management and tracking functions and support of community-based providers through the contracting process. The Program Associate will manage critical timelines to ensure that community-based providers are on track to have their contracts registered and receive payment in a timely fashion. The Program Associate will ensure project transparency with timely and effective project communication, escalating issues and risks as appropriate. Performs related work.

    KEY RELATIONSHIPS:  Works closely with DECE Program Operations Team, DECE Data Team, Expansion Team, Policy Team, and other DECE teams; Program Operations Directors and Operations Analysts; Division of Contracts and Purchasing (DCP)  

     

    RESPONSIBILITIES

     

    • Develop and oversee contracting process project timelines, milestones, and deliverables with both internal and external stakeholders.
    • Serve as a direct contracting support to community-based providers, researching and resolving escalations from program leaders.
    • Collaborate closely with DCP and other partner teams, ensuring alignment of timelines, that work is prioritized effectively, and that support is provided to community-based providers. This includes:
    • assisting in developing systems and protocols to enhance interdivisional team collaboration and streamlining of the contracting process for community-based providers;
    • maintaining monitoring and tracking systems to support the registration process of contracts and amendments for community-based providers; reporting on updates during weekly internal or interdivisional meetings;
    • coordinating with partner teams (Policy Team, Program Operations Team, Data Team, DCP, etc.) on the execution and communication of DECE-led contract actions for community-based providers, including new awards, extensions, and renewals;
    • collaborating with partner teams on researching, reviewing, approving or denying, and communicating decisions for requested contract actions from community-based providers, including program withdrawals, relocations, dormancies, and contract assignments;
    • coordinating with the Permitting and Interagency Liaison on the permitting process for unlicensed community-based sites;
    • planning, coordinating, and monitoring Bridge Loan processing;
    • collaborating and coordinating inter-agency requests for streamlined loan processing and reporting; and
    • developing and monitoring reporting of outstanding loan and repayments.
    • Manage the Emergency Loan program through the Fund for the City of New York’s Bridge Loan Program, directly supporting community-based program leaders as needed.
    • Special projects and related work as needed.

     

    QUALIFICATION REQUIREMENTS:

     

    MINIMUM

     

    1. A master’s degree from an accredited college in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, or a closely related field; or
    2. A baccalaureate degree from an accredited college and two years of satisfactory full-time professional experience working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; or in management or methods analysis, operations research, organizational research or program evaluation; or in educational, personnel or public administration, recruitment, position classification, personnel relations, labor relations, employee benefits, staff development, employment program planning/ administration, labor market research, economic planning, fiscal management; or in a related area.

     

    Plus

     

    • Demonstrated project management skills related to planning, implementing, monitoring, and assessment.
    • Excellent interpersonal and communication skills required to cooperatively work with staff.
    • Superior ability to make written and oral presentations clearly and consistently.
    • Attentive to detail, extremely well organized, able to work under pressure, and meet frequent and changing deadlines.

     

    PREFERRED

     

    • Skilled with group problem-solving and working with complex concepts in a dynamic setting.
    • Ability to organize facts and present information and figures in a clear, concise, and logical manner, both orally and in writing.
    • Creative problem-solving and strategic planning skills.
    • Experience managing relationships and communications with community-based providers.
    • Expertise in Microsoft Office software applications, especially Access and Excel.
    • Talent for listening, asking effective questions, and synthesizing information.
    • Experience managing and analyzing large datasets.
    • Excellent organizational and interpersonal communication skills.
    • Ability to work under pressure independently and effectively prioritize in a demanding environment.
    • Ability to build relationships with diverse constituencies.
    • Familiar with DOE systems.
    • Experience working in community-based organizations.
    • Internal candidates preferred.

     

    SALARY: $70,370+

    (Internal candidates who are selected for this position and who currently hold comparable or less senior positions within the DOE will not make less than their current salary.)
