    Director of Critical Response Unit, OSYD

     

    POSITION SUMMARY: During School Year 2019-2020, NYCDOE is assembling a team of 75 licensed social workers and 10 supervisors to provide direct clinical mental health services to students and schools at times of crisis. The Director of the Critical Response Unit supervises, directs and evaluates the performance of School Social Worker Supervisors who will be supervising the social workers serving as clinical crisis specialists. The Director oversees the implementation of the entire critical response unit initiative to ensure smooth delivery of services to students and their families. Performs related work.

     

    REPORTS TO: Executive Director, OSYD

     

    DIRECT REPORTS: Supervisor of School Social Workers (10)

     

    KEY RELATIONSHIPS: Borough Safety Directors, Borough/Citywide Offices, Office of Special Education, Office of Legal Services, Office of Community Schools, NYC Department of Health and Mental Hygiene, United Federation of Teachers (UFT), Council of Supervisors and Administrators (CSA), community-based organizations, and school principals.

     

    RESPONSIBILITIES

     

    Program Management and Supervision

     

    • Provide administrative and clinical supervision and direction to staff, including on-site observation, school visits, and weekly staff meetings.
    • Lead meetings and training for supervisors in order to support the professional development and learning needs of staff.
    • Monitor and evaluate services provided by supervisors.
    • Collaborate with supervisors regarding the needs of schools, students, families, and the school community to support School Social Workers and vulnerable and at-risk populations.
    • Integrate into and engage with school culture through development of positive relationships with various offices, schools, and district communities.
    • Prepare and maintain regular activity documentation and statistical reports on a timely basis in accordance with program requirements.
    • Orient all new staff to the policies and procedures of the program.
    • Develop and maintain relationships with community-based service providers.

     

     Program Research and Assessment

     

    • Research and develop best practices and ensure consistent and effective application as they relate to clinical supervision.
    • Participate, as needed, in comprehensive school assessment reviews and work with supervisors to help them develop and implement identified changes, new strategies, and new procedures.
    • Work with Supervisors, Borough Safety Directors, other Borough/Citywide Office points, and schools to identify programs and strategies that support students with diverse needs and support the alignment and delivery of services.
    • Analyze multiple data sources (both qualitative and quantitative) to assess and prioritize the needs of program and monitor trends.
    • Develop a strategic implementation plan, including clear benchmarks and progress monitoring.
    • Regularly monitor and assess OORS data to identify behavioral trends in need of intervention.
    • Provide operational oversight, including managing the budget of the Clinical Response Unit.
    • Manage ongoing workstreams, support implementation, and provide coordination across various offices to support the DSCW goals and objectives.
    • Ensure compliance with all Federal, State, and City laws, regulations, and policies that govern student services and union titles; liaise with various unions.

     

    QUALIFICATION REQUIREMENTS:

     

    MINIMUM              

     

    Must currently possess or will possess by date of hire, New York State certification as a school district administrator (SDA) or school district leader (SDL).  PLEASE NOTE: WE DO NOT ACCEPT INTERNSHIP CERTIFICATES.

    PREFERRED

     

    • Extensive experience in management of staff to achieve common goals, including supervisory and evaluative experience.

    • A detailed understanding of the operations and structure of the DOE, including DOE systems such as ATS, OORS, and SESIS.

    • Excellent and effective communication skills, including the ability to write well and make clear, concise oral presentations.

    • An in-depth knowledge of City and State agency operations, policies, and key initiatives.

    • A valid New York State License in Clinical Social Work (LCSW), or Advanced Degree in Clinical Psychology.

    • A permanent certificate as School Social Worker (NYS, or a Permanent Special Education License.

    • Three (3) years of experience as a School Social Worker, including at least one (1) year in an educational setting; or, three (3) years of clinical psychotherapy experience in an educational setting.

    • Three (3) or more years of supervisory experience.

    • Ability to travel and attend evening meetings.

     

     

    SALARY: $129,014+
