    The position supports the NEA’s strategic objective to focus the energy and resources of its 3 million members toward the promotion of public education by focusing on data architecture and management with a perspective of data integration to support critical business operations.

     

    RESPONSIBILITIES: The essential functions include designing, developing, and maintaining relational databases for data storage and data mining. The incumbent will develop database solutions by designing proposed system and enhance existing data warehouse. In addition, the incumbent will ensure optimum performance techniques for data integration, coordinate deployment actions, and document actions; provide support to data integration and ETL components by coding utilities, responding to user questions, and resolving problems; and maintain overall performance of components involved in data integration through ETL by identifying and resolving production and application development problems. The incumbent will analyze defects and develop solutions and recommendations, if appropriate; analyze problems, design, develop, test, apply and document data corrections to databases; analyze and coordinate the resolution of technical issues, user problems and special projects with users, ITS staff and consultants, where applicable; analyze, develop and support reporting and the data extraction infrastructure, including the development and maintenance of metadata for reporting purposes; and develops and maintains system documentation, test cases and scripts and migration documentation.

     

    IN COMPLIANCE WITH THE AMERICANS WITH DISABILITIES ACT (ADA), THE FOLLOWING IS PROVIDED: The position involves skill in using a personal computer; oral and written communication skills; skills in proofreading and editing; use of clear and articulate speech; interpersonal relations skills; reasoning and problem solving skills; ability to work in a fast-paced environment; ability to sit for long periods, stoop, bend, reach and carry light materials (up to 10 lbs.); and ability to travel by various methods of transportation, e.g., airplane, car.

     

    Required Skills

     

    MINIMUM EDUCATION REQUIREMENT: Bachelor’s degree in Computer Science, Information Technology, Mathematics, Statistics, or related discipline or an equivalent combination of education and experience from which comparable knowledge and skills may be obtained. MINIMUM QUALIFICATIONS: Five years’ work experience with developing interfaces using tools such as ConnectETL (formerly DMExpress), SSIS or Informatica Power Center. Experience must include sourcing data from COTs product through REST API, files, Oracle and SAP. OTHER REQUIREMENTS: Experience in enterprise integration of enterprise applications, business process modeling, and drafting of detailed architecture documentation. Experience with one or more leading RDBMS (e.g. Oracle, MS SQL Server, etc.). Experience with data integration (Real-time and ETL). Hands-on experience with PL/SQL or T-SQL programming. Experience writing complex stored procedures, efficient SQL Queries with Joins, and tuning for optimal performance.

    Required Experience

     

    SELECTION CRITERIA: TIER 1 (ESSENTIAL): Proven experience in multiple programming languages, systems analysis/design, and project management. Proven ability to develop and maintain system documentation, test cases, scripts, and migration documentation. Advanced knowledge of data integration concepts and standard approaches. Proven experience with production automation, including designing and scheduling the ETL/ELT process for periodic automated updates involving FTP/SFTP file transfers. Demonstrated ability for automating update processes with built-in fail-over strategies, ensuring data consistency, data quality audits, and cleansing. Demonstrated high-level interpersonal and communication (both oral and written) skills; strong leadership and presentation skills; and ability to work independently and collaboratively. Ability to communicate complex findings and ideas in plain language. Proven flexibility and effectiveness in working in fast-paced environments and an ability to quickly provide insights regarding new data sets. Successful references. TIER 2 (SIGNIFICANT): Demonstrated experience with and working knowledge of MS SQL SERVER T-SQL, Stored Procedures SQL Server Management Studio, SQL Query Analyzer. Understanding of IT best practices (e.g. ITIL) and ability to apply them to departmental operations. TIER 3 (DESIRABLE): Knowledge of NEA’s business environment, strategic priorities, programs and policies.   Experience with one or more of the following technologies: Data dictionaries, Data warehousing, Enterprise application integration, Metadata registry, Master Data Management (MDM), Relational Databases, NoSQL, Semantics, Data retention, Unified Modeling Language (UML), XML, including schema definitions (XSD and RELAX NG) and transformations.
