  • Responsibilities

    The Technical Librarian will support FRC Southeast at Jacksonville, FL.

     

    The individual acquires, processes, stores and retrieves technical documents in various format.

     

    The Technical Librarian duties include, but not limited to:

     

    Operate 29 Technical Data Satellite Libraries located throughout the Fleet Readiness Center Southeast industrial facility.

     

    The work involves receiving technical publication/manuals/technical directives/drawings and associated updates/changes and revisions, including formal changes and revisions, RACs and IRACs, ERACs, and Engineering Changes (RAMECS) and physically incorporating same into technical publications or Portable Electronic Maintenance Aid (PEMA).

     

    Responsible for managing the effectiveness of this work and completing a quarterly audit of all publication and technical directives IAW NAVAIR 00-25-100.  The audits are conducted using a Government-provided database report.  Provide results of said audits to the Government Program Manager. Responsible for complying with all ISO 9001 Standard and for correcting all discrepancies reported by Aviation Maintenance Inspection Team within the satellite library locations.

     

    Responsible for daily pick up of technical publications, technical directives, and technical drawings from the Central Technical Publication Library, responsible for delivery of that material to the dispersed satellite libraries throughout the FRCSE industrial facility. 

     

    Responsible for monitoring all uncontrolled technical data that is located within assigned spaces. Report the finding of uncontrolled data to the Program Manager and the shop Supervisor for correction.  Provide training on the use of technical data to designated shop artisans.

     

    Perform monthly Uncontrolled Data Audits in all areas, which consist of checking artisan's computers for downloads of Technical Publications and any type of technical data with hand written notes and or highlights and remove same from work centers/shops.

     

    Utilizing Joint Deficiency Reporting System (JDRS) Computer Program, submit Technical Publication Deficiency Reports (TPDRs) to report technical publication safety and routine deficiencies in Naval Air Technical Manuals and Technical Directives

     

    Load and incorporate changes/updates utilizing Windows Software, downloading from Email or NATEC websites to CD's and uploading to PEMA Computers for H-60 and F/A-18 aircraft.

     

    Research and acquire correct Technical Manuals for new aircraft/component workload.

     

    Provide instrument calibration procedures on an as needed basis to artisans utilizing the NAVAIR METPRO program.

     

    Maintain a publication master data list on the computer. These pubs are cross-reference by model numbers in order to quickly locate instrument calibration procedures. This data list is a local Web based internet program called "Commercial Publication Library". Available options are publication additions, view publications, reports menu, and view publications from auxiliary libraries. Provide a paper copy for use by SERCC personnel for locating technical information.

     

    Provide Commercial Off-The-Shelf (COTS) manuals downloaded from Commercial Websites to artisans and technicians. Input publication information into "Commercial Publication Library".

     

    Maintain a file of Calibration Problem Report (CPR)/Corrective Action Report (CAR), Calibration Problem Assistance Request (CPAR), and FLEET READINESS CENTER SOUTHEAST NAVAIR DEPOT JAX Metrology Bulletins (NJMB). A copy of a CPR or CPAR is filed in the respective Instrument Calibration Procedure (ICP) folder, if applicable.

    Required Skills

    Education:

    High School diploma or GED

     

    Experience:

    At least 2 years of general experience in the engineering technical library in the acquisition, processing, storage and retrieval of technical documents.

     

    Must have previous CTPL work experience.

     

    Skills:

    Basic computer skills and proficiency with MS Word and Excel are required for this position.

     

    Knowledge of NAVAIR technical publications and their structure.

     

    Knowledge of military vocabulary and terminology is required.

     

    Must be an US Citizen

    Active secret clearance preferred; must be able to obtain and maintain a CAC card in order to fulfill the requirements of the position.
