USPI has partnered with HSS to develop and open a premier outpatient Orthopedic surgery center in West Palm Beach, Florida. Job Summary - Nurse Administrator

    The Nurse Administrator will report to the Executive Leader of the HSS West Palm Beach enterprise and will oversee operations at the ambulatory surgery center, including directing the nursing, life safety, risk management, and quality operations in the surgery center. This person is responsible for overseeing and developing the ASC's clinical departments through key tasks such as hiring, evaluating, mentoring, scheduling, and supervision. We seek a professional with proven but flexible strategies to allow for continued growth for the business. A Nurse Administrator should be able to solve problems quickly and effectively using excellent critical thinking skills with emotional intelligence to deal with staff at all levels within the organization.

    Responsibilities and Expectations The following description of the job responsibilities and performance expectations are intended to reflect the major responsibilities of the job, but is not intended to describe the minor duties or other responsibilities as may be assigned from time to time.

    Evaluates all clinical staff activities to ensure patient care, staff relations, and efficiency of service. 

    Establishes and maintains a nursing care delivery system consistent with the overall goals of each clinical department.

    Develops appropriate working relationships with the Governing Body, Medical Director, and medical staff.

    Maintains a high level of personal service to physicians and patients.

    Develops a clinical staffing plan utilizing facility targets and goals. 

    Develops and posts monthly work schedules 4 weeks in advance. 

    Participates in professional and community organizations to promote better public relations. 

    Coordinates patient care with business office, pre-op, PACU, and OR. 

    Supervises activities to ensure appropriate patient care, and monitors efficiency of service in all clinical areas. 

    Observes nursing care and visits patients to ensure that nursing care is carried out as directed and treatment is administered in accordance with physicians’ instructions.

    Coordinates with physicians, medical staff, and Executive Leader to ensure that effective communication is maintained. 

    Proactively coordinates with Materials Manager and/or vendors for equipment, special equipment, implants and supplies for upcoming surgical cases, and resolves any problems. 

    Coordinates orientation of new employees and coordinates ongoing continuing education and in-services to staff as needed. 

    Ensures all clinical staff complete annual competencies required for their positions. 

    Investigates and resolves complaints. Refers unusual problems to the Executive Leader.

    Serves as a professional role model to staff, demonstrating clinical expertise in the use of the nursing process as applied to individual and groups of patients and families regardless of age or ethnic background. 

    Develops action plans in response to problems and demonstrates effective conflict management and negotiation skills. 

    Follows equipment safety guidelines. 

    Serves as the Center’s Infection Control Officer and completes required annual infection control education.  

    Ensures that Standard Universal Precautions, the National Patient Safety Goals, and principles of aseptic and sterile technique are used appropriately. 

    Ensures Central Sterile Processing is following nationally recognized standards and processes instruments according to manufacturers’ IFUs. 

    Assists with environmental hazard and infection control surveillance and participates in emergency preparedness drills. 

    Implements safe practices and provides knowledgeable guidance and evaluation of the environment of care management, including life safety (fire prevention), security, hazardous materials and waste management, emergency preparedness, infection control, the safe use of medical equipment, and utilities. 

    Ensures meaningful differences are implemented as outlined in USPI's EDGE (Every Day Giving Excellence) Program. 

    Participates in review and revision of the policies and procedures at the ASC. 

    Directs the hiring, selection, performance reviews, and training of clinical personnel. 

    Works closely with physician offices and center scheduling to ensure synergy is maintained.. 

    Orders or directs ordering of supplies including drugs, solutions, and equipment, and maintains records on narcotics. 

    Works with Materials Manager to develop appropriate par levels of supplies. 

    Assures that all requirements of local, community, state, and federal agencies are met, including the performance of fire drills and the development of a disaster plan. 

    Is ultimately responsible for the safety of the center and all equipment within the center.   

    Recommends and implements promotions, commendations, or disciplinary action including discharge of clinical employees. Completes the function in conjunction with the appropriate department manager. 

    Develops procedure manual and operating forms in conjunction with department managers. 

    Supervises and works closely with the Executive Leader, Business Office Manager and the Materials Manager to institute budget controls. 

    Attends medical advisory committee meetings and submits required reports. 

    Conducts staff meetings at regular intervals for informational and educational purposes and posts minutes in a timely manner. 

    Acts as a liaison between governing authority, medical staff, and facility staff. 

    Develops, alongside HSS and USPI leadership, and implements written administrative policies and procedures governing:

    • Personnel employment, orientation, in-services, staffing, and record-keeping.
    • Patient admissions, rights and responsibilities, grievances, medical treatment, and record-keeping.
    • Advance directives. 
    • Medication procurement, dispensing and disposal.
    • Contract services.
    • Infection control, housekeeping, and maintenance.
    • Quality management and record-keeping.
    • Emergency treatment and disaster plan.
    • Equipment inspection

    Ensures that all policies and procedures are available to all employees in the facility.

    Develops and implements a quality management plan. Conducts/participates in meaningful quality studies and monitors improvements.

    Employs personnel to provide outpatient surgical services.

    Ensures that pathology services are provided by a laboratory licensed, or exempt from licensure and abnormal tests results are received by the ordering physician.

    Designates, in writing, an individual to be on duty, in charge, and have access to all areas related to patient care and operation of the physical plant as needed.

    Required Skills

    • Graduate of an accredited School of Nursing - BSN or higher degree required.
    • Current license as a Florida Registered Nurse.
    • Current certification in BLS, PALS, and Advanced Cardiac Life Support.
    • At least five years operating room/critical care experience.
    • At least two years supervisory experience in the outpatient surgery area.
    • Strong communication skills, both verbal and written.
    • Ability to work well with physicians, employees, patients and others.
    • The knowledge, skills, and abilities of a staff nurse are required for this position.
