    ORGANIZATIONAL SUMMARY

    Upstream USA is a fast-growing, national nonprofit working to expand opportunity by reducing unplanned pregnancy across the U.S. Upstream partners with states to provide training and technical assistance to health centers, increasing equitable access to the full range of contraceptive options. Our transformative approach empowers patients to decide when and if they want to become pregnant, a critical step towards improving outcomes for parents and children.

    Upstream is growing rapidly and is on track to achieve nationwide impact. After launching our first statewide initiative in Delaware in 2014, we have since launched projects in Washington state, Massachusetts, and North Carolina. We recently launched our fifth state project in Rhode Island, in close partnership with Governor Raimondo's administration. Upstream will have partnered with health centers that serve over one million women of reproductive age annually across these states.

    Upstream is funded primarily through philanthropic individuals and foundations, and does not accept funding from pharmaceutical companies. Upstream's budget has grown from $1.7 million just four years ago to approximately $51 million in 2021. Upstream's work has also garnered attention from many leading publications including The New York Times, Washington Post, The Atlantic, CNN, Vox, Forbes, and Marie Claire.

    Upstream Washington is a statewide initiative to expand the best-in-class contraceptive care to every woman by 2024. Washington State is a leader in reproductive choice, yet many Washington women still lack same-day access to the most effective forms of birth control, and nearly half of pregnancies each year are unplanned. Our Washington team works in communities across the state to improve contraception access, helping more Washington women become pregnant only when they plan to do so.

    POSITION SUMMARY

    Providing immediate postpartum contraception (IPPC) has emerged as a best practice to meet patient demands for effective contraception, and is associated with higher patient satisfaction, increased contraceptive coverage, fewer unintended pregnancies and savings for payers and healthcare systems. At Upstream, our Implementation Advisors (IA) lead the technical engagement to ensure IPPC programs are integrated across the network of facilities for each agency wanting to improve access to immediate postpartum contraception. He/She/They will ensure that health center locations have the best practices guidance, resources, and tools necessary to meet the goal of reducing unintended pregnancy by providing increased access to immediate postpartum contraception.

    We are currently looking for a consultant with technical expertise and understanding of immediate postpartum contraceptive access to partner with our Implementation Teams as rollout of this technical assistance and support work begins in our Washington state initiative.

    ESSENTIAL DUTIES AND RESPONSIBILITIES 

    Serve as a subject matter expert advisor to WA IPPC Program Implementation Team as they engage and partner with hospitals to increase access to immediate postpartum contraception. Consultant will partner closely with Upstream Program Implementation staff as they move through the activities to support hospitals to establish and/or improve IPP contraceptive access, including conducting and analyzing a baseline assessment, designing a responsive program intervention, implementing/executing intervention, supporting best known practices in billing/coding and reimbursement practices and recommendations, and troubleshooting barriers. Key responsibilities include:

    • Work closely with Upstream Program Implementation staff to support implementation of the following activities:
    • Establish trust and rapport with clinicians and other health system leaders in an effort to gain positive momentum and investment from key partners for implementing IPPC program
    • Support Upstream IA to conduct and then evaluate results of IPPC needs assessment with the goal of developing an intervention and plan of technical assistance offerings to address hospital's biggest barriers to safely providing immediate postpartum contraceptive access to the full range of methods
    • Assess and recommend service delivery improvements related to IPPC such as:
    • IPPC contraceptive protocols, policies, procedures, and consent forms
    • Ensure the IPPC program is integrated across the partnering hospital network of inpatient and outpatient practices associated with the Upstream initiative
    • Identify barriers to and opportunities for meeting the guidelines for immediate postpartum contraceptive IUD insertion
    • Guidance on stocking methods in an appropriate location to ensure availability for placement immediately postpartum
    • Identify and recommend other technical assistance as needed
    • Assess defined measures for quality improvement and partner with IA and site leadership to test additional improvement opportunities, as needed
    • Provide guidance on outlining key IPPC technical assistance milestones and monitor progress with Upstream team and the agency and site leadership
    • Support Upstream Program Implementation and Training team to inform training content to meet the needs of agencies
    • Provide best known practice recommendations regarding provider mentoring, scheduling, and increasing/balancing patient demand
    • When possible join Upstream teams as they conduct site visits during weeks and months after the training to ensure successful implementation and provide ongoing assistance as needed
    • Support Upstream team to develop and maintain implementation support from state recognized medical societies and key partners
    • Provide support, guidance, and review of materials and resources developed to support Upstream IPPC access work
    • Support Upstream Program staff by leading the facilitation of a learning collaborative among partnering hospital systems aimed at developing solutions for addressing IPPC billing /reimbursement policy challenges

    REQUIRED EDUCATION, EXPERIENCE, KNOWLEDGE, SKILLS AND ABILITY

    • Minimum Bachelor's in a clinically oriented healthcare provider degree; Preferred OB/GYN Advance Practice Nurse, Physician Assistant, or Physician; Master's in Healthcare Administration or other related fields with associated OB/GYN, labor and delivery or other clinically related experience will be considered.
    • 5+ years' experience in clinical leadership within an in-patient hospital Labor and Delivery and Postpartum strongly preferred
    • Knowledge of and experience in best know practices to support immediate postpartum contraception programs
    • Strong demonstrated knowledge of challenges in working in healthcare and reproductive health
    • Experience assisting staff through implementation of workflow or new job skills or tasks within the health care service delivery model
    • Ability to analyze complex data and protocols in a manner that is clear and concise
    • Knowledge of and experience in successfully implementing a framework for change management
    • Excellent written and verbal communication skills; communicates articulately and confidently under all circumstances; establishes rapport quickly with all levels of staff
    • Proven ability to work and collaborate across multiple organizational functions and subject areas; demonstrated ability to collaborate, communicate, influence and work effectively with diverse staff
    • Knowledge and understanding of the intersection between reproductive justice and contraceptive access
    • Knowledge and experience facilitating or participating in quality improvement initiatives
    • Knowledge of in-patient contraceptive billing and coding practice
