    Job Description

     JOB TITLE:  REGULATORY PROGRAM MANAGER LOCATION:  SAN JOSE, CA DURATION:  DIRECT HIRE ABOUT THE COMPANY: One of the largest investor-owned water utilities company! SUMMARY:  The Regulatory Program Manager is responsible for the oversight and completion, including strategy development, of the multiple applications and advice letters filed each year. This includes preparing the business case for water prices by compiling, analyzing, and auditing expenses, capital budgets, water sales, and revenues including, writing and preparing applications, advice letters, and testimony; preparing and auditing analytical models; responding to data requests and testifying in formal Public Utilities Commission (PUC) hearings.  RESPONSIBILITIES:

    • Leads other Rates Department employees and non-Rates Department employees in the development and implementation of approaches related to regulatory programs
    • Independently creates and manages approaches to solving complex problems such as development of new Results of Operation (RO) models, execution of rate cases for subsidiaries, and development of new methods to accommodate military base requirements
    • Reviews, analyzes, and audits data and creates statistical models using complex financial applications
    • Writes and provides testimony in support of applications and advice letters with the PUC as required
    • Reviews and audits data from districts and departments in order to comply with PUC data requests; drafts testimony and supporting documentation
    • Complies with PUC regulatory requirements by providing Company documentation regarding financial practices and procedures, including interfacing with regulatory accounting
    • Reviews and audits all data and prepares various reports for the PUC proceedings
    • Generates forecasts for regulatory income taxes for GRC applications including interfacing with tax department and implementing new tax laws and accounting pronouncements 
    • Forecasts tax depreciation for use in the regulated income tax calculations, incorporating bonus depreciation, and repairs deduction where applicable
    • May supervise and review the work and provide training to lower level Rates Analysts
    • Facilitates data gathering sessions to ensure more effective understanding and strategy of rates issues
    • Reconciles discrepancies in data trends; reports data anomalies to department manager
    • Maintains and enhances relationships with PUC staff
    • Complies with Sarbanes-Oxley (SOX) requirements for rate filing to ensured that internal controls are adhered
    • Participates in and supports the Company's Continuous Improvement program and projects

     

    QUALIFICATIONS: 

    • Bachelor's degree in Accounting, Finance, Business, Economics, Engineering or related field and/or equivalent relevant experience
    • Five years of increasingly responsible experience working as a rates or financial analyst in the water or utility industry
    • Knowledge of CPUC regulations, the rate case process, regulatory modeling, and compliance requirements
    • Knowledge and understanding of the water industry
    • Knowledge of applicable state, federal and local laws, and regulations
    • Knowledge of basic accounting principle and procedures
    • Knowledge and understanding of utility accounting and financial concepts
    • Ability to forecasts regulatory income taxes expense on based on forecasted revenues and expenses
    • Ability to forecasts tax depreciation and repairs deduction impacts to rate base and earnings
    • Knowledge of how a water utility is operated and maintained is desired
    • Ability to use appropriate discretion when dealing with confidential or proprietary information
    • Ability to work effectively with all levels of employees and management
    • Ability to communicate effectively; both verbally and in writing with agencies, consultant, contractors, customers, employees, public officials, and vendors
