    POSITION SUMMARY

    VAUGHN & MELTON CONSULTING ENGINEERS, INC. – ASHEVILLE, BOONE, CHARLOTTE, NEW BERN, RALEIGH, OR SYLVA, NORTH CAROLINA is currently seeking a CONSTRUCTION ENGINEERING INSPECTOR (CEI) TECHNICIAN. This position inspects transportation structures and roadway construction projects using engineering skills to determine structural soundness and compliance with specification, codes, and other regulations. Inspections may be general in nature or may be limited to a specific area such as bridges or paving. Acts as liaison between Vaughn & Melton and State DOTs, Bridge Programs, Project Managers, Public Works Directors, County Road Superintendents, and other local government officials.

    ESSENTIAL FUNCTION STATEMENT(S)

    • Work on various roadway and bridge projects within the region’s geographic area
    • Oversight of contractor’s quality control operations
    • Quality Assurance sampling and testing
    • Completion of Daily Sampling and Testing Reports
    • Daily communication with client, contractor, and field project personnel
    • Use survey instruments, metering devices, tape measures, and test equipment such as nuclear density gauges, air meters, and slump cones to perform inspections.
    • Compute estimates of work completed or of needed renovations or upgrades and approve payment for contractors.
    • Develop and maintain positive working relationships with municipal and county road superintendents, mayors and managers. 
    • Measure dimensions and verify level, alignment and elevation of structures and fixtures to ensure compliance to plans and codes.
    • Inspect bridges, highways, buildings, foundations, and other transportation structures during and after construction for structural quality, general safety and conformance to specifications, plans and codes.
    • Maintain daily logs and supplement inspection records with photographs.
    • Review and interpret plans, blueprints, site layouts, specifications, and construction methods to ensure compliance to legal requirements and safety regulations.
    • Inspect and monitor construction sites to ensure adherence to safety standards, codes and specifications.
    • Issue correction notices, confer with owners and authorities to explain regulations and recommend rectifications

    SKILLS & ABILITIES

    REQUIRED EDUCATION, SKILLS AND EXPERIENCE:

    • High School Graduate or GED Equivalent.
    • PC, Programs relative to reporting functions and communications; Word, Excel; Ability to learn new programs as warranted
    • Candidates must be trustworthy and responsible
    • Must have a solid background in mathematics
    • Understand how to read and follow test specifications
    • Excellent driving record

    PREFERRED EDUCATION, SKILLS AND EXPERIENCE:

    EXPERIENCE:  At least two (2) years related experience and/or training with progressively greater responsibilities in the development of construction plans for transportation, commercial, and/or industrial developments and projects.

    COMPUTER SKILLS:  Proficiency in CADD, MicroStation/InRoads, and other applicable drafting and design software,

    OTHER REQUIREMENTS:  Mathematical Skills - Ability to calculate figures and amounts such as proportions, percentages, area, circumference, and volume. Ability to apply concepts of basic algebra and geometry.

    CERTIFICATIONS & LICENSES:  Certification or the ability to become certified in areas pertaining to highway construction. Required certifications may include, but not be limited to: Concrete Field Testing Tech, Safety and Use of Nuclear Density Gauges, Erosion Prevention and Sediment Control; Asphalt Roadway Inspection, Soils and Aggregates, and/or other certifications as required by specific contractor or agency

    This position works closely with project engineers creating plans for the construction of various types of transportation and civil/site projects including, but not limited to, the following: roadways, bridges, parks, commercial and private developments. The position will also be required to work closely with land survey crews in the preparation of topographic and boundary surveys as well as construction stake-out and as-built surveys.
