    Position Summary:

    Come join our work to strengthen families across the country! The Analyst will assist a Division Director and a Senior Tribal TANF-Child Welfare (TTCW) Grants and Contracts Analyst in implementing the TTCW grant program and supporting the eight demonstration projects funded under the program. Since 2006, the TTCW grant projects have implemented demonstration models of effective coordination of Tribal TANF and child welfare services provided to tribal families at risk of child abuse or neglect.

    The TTCW program is located in the US Department of Health and Human Services (US DHHS), Administration for Children and Families, Office of Family Assistance (OFA); OFA oversees the nation’s multi-billion dollar Temporary Assistance for Needy Families (TANF) program, as well as the $200 million/annum Tribal TANF program. This program is located in OFA’s Family and Economic Stability Demonstration and Innovation Division (FED Innovation), which oversees two other demonstration grant programs (on Healthy Marriage and Responsible Fatherhood). Ultimately, the Analyst’s role will support US DHHS and ACF’s efforts to strengthen families across the nation.

    Description:

    • Serves in junior-level team roles and assists program managers.

    • Learns, understands, and applies knowledge related to:

    • o Tribes, tribal governments, and tribal consortia;

    • o The relationship between these entities and the US federal government;

    • o The Tribal TANF program;

    • o Child welfare programming, especially related to tribes and tribal families;

    • o Tribal families, especially those at risk of child abuse or neglect;

    • o Methods to coordinate Tribal TANF and child welfare services.

    • Implements processes to review grant project performance, as well as conducts regular check-in meetings with grantees, reviews reports submitted by grantees, analyzes data provided by grantees, and reports-out to OFA on grantee performance.

    • Implements methods to track grant project activities in relation to expected schedules and requirements.

    • Implements state-of-the-art dissemination strategies, such as work with ACF’s web masters to implement OFA web pages, activity on OFA social media accounts, dissemination of e-blasts, etc.

    • Implements processes to track financial information (e.g., on grants), analyze cost data, and produce financial reports to leadership.

    • Other duties as assigned (e.g., ad hoc activities to address management needs).

    • Oversight: This individual is senior-level personnel capable of carrying out assignments with supervision or acting as participant in projects.

    Essential Duties:

    • Partnering with assigned TTCW grant projects, including meeting regularly with grantees, creating working alliances with grant project staff, and finding ways to support grant projects.

    • Monitoring assigned TTCW grants, including reviewing reports and assessing project compliance, challenges, successes, and progress.

    • Tracking grant activities in relation to expected schedules and requirements, analyzing grant progress, and identifying opportunities for improvement and/or greater impact..

    • Tracking financial information (e.g., on grants), analyzing cost data, and producing financial reports to leadership.

    • Providing technical assistance to TTCW grants, including both direct assistance to the grantees, and coordination with technical assistance providers.

    • Distilling learning from assigned grant projects, in order to inform future grant projects.

    • Reporting-out on grant projects’ activities and performance, including presenting to TTCW grant projects and other stakeholder groups.

    • Conducting office support activities, such as arranging meetings, taking notes, making copies, etc.

    • Supporting state-of-the-art dissemination strategies, such as work with ACF’s web masters to implement OFA web pages, activity on OFA social media accounts, dissemination of e-blasts, etc.

    • Other duties as assigned (e.g., ad hoc activities to address management needs).

    Requirements:

    • Three (3) years’ experience in technical activities related to grant/project management and oversight, dissemination and strategic communication support, and associated activities.;

    • At least 1 year experience in direct support of Tribal human services programming.;

    • At least 1 year experience in direct support to OFA or related human services programming.

    • Proficiency in using Microsoft Office software: MS-Word, MS-Excel, MS-PowerPoint, and MS-Outlook; ability to quickly learn new information systems

    • U.S. Citizenship required
