    Job Description

    We are seeking a PROGRAM ANALYST to assist the Department of the Navy (DON) Spectrum Relocation Fund (SRF) Program Officials in WASHINGTON, DC.

    The Commercial Spectrum Enhancement Act of 2004 created a forward-looking spectrum clearing and reallocation framework for the federal government, converting several bands of spectrum previously used by federal agencies to commercial use. A component of the act, the Spectrum Relocation Fund (SRF), funded by auction revenues, serves as a centralized and streamlined mechanism for federal agencies to defray the costs associated with relocating to new bands or alternative technologies. The Spectrum Relocation Fund Office in Washington, D.C., supports a multitude of U.S. Navy programs which are impacted by the selling of federal spectrum. Some Navy systems include Aeronautical Mobile Telemetry, Shipboard Communication Systems, and RADAR systems. Through existing Engineering Support Services support provided to NAVSEA-05H, the VTG SRF Support Team assists Department of the Navy (DON) SRF Program Officials with monitoring various transition efforts, both vacating/relocating to another viable spectrum band, and maintaining spectrum access while implementing spectrum sharing. This support includes scheduling and attending meetings, providing technical support to the government customers in OPNAV and NAVSEA, tracking the program’s schedules and technical progress, and ensuring completion of efforts according to the delineated plans and within budget.     RESPONSIBILITIES

    During the year, the Office of the Secretary of Defense Cost Assessment and Program Evaluation (OSD CAPE) under the cognizance of the Defense Chief Information Officer (DOD CIO will request each service provide a summary of efforts within each Spectrum Resource Fund (SRF) Band. The candidate will be a member of the five-person team coordinating with U.S. Navy organizations and collect data needed to support the program/resource reviews to include:

    • Evaluating issues and provide recommendations related to SRF system cost, schedule, and performance;
    • Reviewing funding execution plans;
    • Preparing documentation on funds execution information for decisions and evolution related to SRF systems;
    • Supporting preparation and analysis of Technical Reports and Annual Reports (Weekly and Annual);
    • Coordinating with the Navy and Marine Corps Spectrum Center (NMSC) to maintain currency of the status of frequency assignments;
    • Developing, maintaining, and promulgating the NAVSEA-05H SRF Bi-Weekly Report, to include accomplishments, emergent status reports, feasibility studies in new spectrum bands, and other related information from all SRF Teams;
    • Providing a summary of SRF Technical Issues and Resolutions;
    • Planning, coordinating, scheduling, and attending programmatic meetings with individual teams to discuss plans, risks, issues, and issue resolutions;
    • Assisting with keeping the Department of the Navy SRF Leadership informed of all critical issues related to maintaining the effectiveness of the SRF processes and related programs.

     

    REQUIRED SKILLS:

    • Bachelors/Associates Degree in a related field; or four (4) years experience in providing program management support to U.S. Navy Programs. Demonstrated experience and specialized knowledge in DoD C5I engineering processes a plus.
    • Strong Working Knowledge of Microsoft Office Products (Word, PowerPoint, Excel, Outlook).
    • Must be a self-starter, and be able to work independently with a minimum of supervision as well as an ability to work as a senior member of a Project Team of Junior Systems/Program Analysts.
    • Must have an active Secret level clearance.

    PREFERRED SKILLS:

    • Experience with Navy Spectrum Management/Relocation Fund Activities.
    • Candidate should have sharp analytical skills as well as provide exceptional customer service.
    • Familiarity with Government Program Management execution and reporting requirements.
    • Abilities to collaborate with Team Members, manage multi-task requirements, and adapt to change.
