    SUMMARY: The Human Capital Consultant supports a variety of human capital and talent management projects as a member of a high caliber and engaged team. The primary focus of the work is to provide expert guidance and assistance in the research, development and implementation of a human capital strategy for a DoD client; work may also include supporting human capital government staff in the development and implementation of key human capital measures to assess the progress in achieving strategic planning goals. Position is located in Washington D.C. (our main offices) with expected meetings and work at the client location in Alexandria, VA.

    DUTIES AND RESPONSIBILITIES:

    Provide advice and assistance in the research, development, dissemination, and communication of a Strategic Human Capital plan

    Develop and deploy key Human Capital measures to objectively assess progress in achieving strategic planning goals.

    Interact daily with agency-level human resources personnel as well as other areas of the Agency in the course of the strategic planning.

    Manage strategic communication requirements to include stakeholder analysis, impact assessments, key message development and managing communication vehicles

    Provide real-time human resources support to include areas such as workforce planning, talent management strategies, workforce transformation, workforce analytics.

    Support firm business development efforts, to include contributing to proposal efforts, developing blogs, white papers, articles and other publications.

    These duties require an understanding of the DoD environment and dynamics as well as an understanding of current and emerging policies and trends that require consideration in the development of the plan.

    NECESSARY KNOWLEDGE, SKILLS, AND ABILITIES:

    Experience and knowledge of Federal human capital management, specifically the DoD

    Experience delivering on consulting projects delivering strategic workforce planning methodologies and tools.

    Advanced analytical and problem-solving skills, including the ability to conduct research and synthesize complex information

    Experience building productive and trusting relationships with internal and external clients.

    Current awareness and understanding of the most current practices, technologies, trends, and regulatory issues surrounding human capital that impact clients in the DoD and Federal Government.

    Strong oral and written communication and facilitation skills.

    Self-starter with the ability to work both independently and collaboratively with a team, along with a strong attention to detail.

    Ability to organize and prioritize work to ensure timely, effective, efficient, and economic delivery of services.

    EDUCATION AND EXPERIENCE REQUIRED:

    Bachelor’s degree and 5+ years of experience in human capital strategy, talent management, career development, workforce planning and organizational development

    Previous experience working in or for the Federal Government, specifically DoD human resources, is strongly preferred.

    Significant experience in strategic planning

    Previous experience with working in large consulting or professional services firms.

    Certification from SHRM, HCI, or other certification body is preferred.
