  • Responsibilities

    SUMMARY: We are seeking a business development associate whose primary responsibilities will include developing and implementing formal capture plans, and coordinating and driving, along with other senior team members, all capture activities for federal government procurement responses. The right individual will assist the VP of Business Development in defining capture team resource requirements and costs associated with bids. They will also perform assessments of corporate and team capabilities, strengths, and weaknesses. The right associate will be responsible for the development of win themes, differentiators and will coordinate with other capture and corporate support teams (e.g., finance/pricing, marketing, human resources/staffing). Duties will involve full life cycle capture management including managing the opportunity assessment process, assisting with bid/no bid decisions, assist in building relationships with key partners, designing and executing a winning proposal strategy. Position is located in Washington D.C. (our main offices) with expected meetings in the DC Metro Area.

    DUTIES AND RESPONSIBILITIES:

    Leads and/or supports multiple, quick turn-around bids in the Federal market

    Identify, recommend, and lead efforts to gain prime access to IDIQs, BPAs, and other GWACs.

    Author proposals, white papers, standard operating procedures, and other content.

    Lead and/or support development of technical and management solutions by working with subject area experts to craft technically relevant and compliant proposal content

    Develops the Capture Plan and identifies the Capture team and Proposal team members in coordination with BD and Operations leadership

    Develops win themes/strategies, value propositions, and differentiators

    Offer input and strategy around price to win

    Conduct competitive analyses and develop ghosting, differentiation, recommendations

    Conducts after action reviews for all opportunity capture participants to document lessons learned and identifies necessary adjustments to capture technique, strategy, and actions

    NECESSARY KNOWLEDGE, SKILLS, AND ABILITIES:

    Ability to work independently with minimal supervision

    Strong communication skills required

    Demonstrate knowledge of US government procurement practices

    Experience leading successful captures and proposals and winning Federal government contracts.

    Proven ability to identify and focus all efforts on the specific activities that will lead to corporate growth.

    A thorough understanding of the Federal small business contracting environment, including Small Business Administration and Federal Acquisition Regulation requirements.

    Exceptional communication skills and a self-starter attitude willing to lead and contribute to any corporate activity.

    Strong problem solving and analysis skills.

    Willingness to work long hours during peak periods

    Self-starter with the ability to work both independently and collaboratively with a team, along with a strong attention to detail.

    Ability to organize and prioritize work to ensure timely, effective, efficient, and economic delivery of services.

    EDUCATION AND EXPERIENCE REQUIRED:

    Bachelor's degree and minimum of five (5) years of directly-related experience in capturing and responding to contracting opportunities in the Federal market.

    Previous experience with working in large consulting or professional services firms.
