About the Role
We are seeking a Vice President of Pre-Construction to lead and scale our electrical estimating and pre-construction organization. This executive role is responsible for building structure, discipline, and predictability into how we pursue work—ensuring our bids are strategic, competitive, and aligned with long-term backlog and profitability goals.
The VP of Pre-Construction will work closely with the VP of Business Development, Operations leadership, and the CEO to drive hit-rate improvement, standardize estimating processes, and ensure seamless transition from estimate to execution.
What You’ll Do
Lead & Scale Electrical Estimating
Redesign the electrical estimating division structure and workflows to support growth across commercial, industrial, and specialty electrical projects.
Establish estimating standards that improve consistency, accuracy, and scalability.
Ensure estimates properly reflect labor productivity, material pricing volatility, and electrical scope risk.
Estimating Governance & Controls
Implement and maintain estimating governance, including:
Electrical labor and material cost databases
Vendor and supplier quote tracking
Risk registers and contingency planning
Create transparency and repeatability in pricing, assumptions, and risk exposure.
Strategic Pursuits & Business Development Partnership
Partner with the VP of Business Development to align pursuit strategy with backlog needs, market sectors, and company growth goals.
Lead a disciplined bid / no-bid process to focus estimating resources on high-probability, high-value electrical projects.
Provide executive-level oversight on strategic, design-assist, negotiated, and alternative delivery pursuits.
Bring business development insight and market awareness into pre-construction decision-making.
Performance, Metrics & Reporting
Drive continuous improvement in estimating hit ratio, backlog quality, and estimating capacity.
Report weekly to the CEO on:
Backlog and projected work mix
Hit ratio performance
Estimating bandwidth and staffing needs
Maintain and update direct reports’ scorecards, ensuring goals, milestones, and development progress are tracked and documented.
Talent Development & Team Leadership
Oversee training, mentorship, and career development for electrical estimators.
Build a high-performing estimating team with clear accountability, growth paths, and leadership depth.
Develop future leaders within the pre-construction organization.
Pre-Construction to Operations Alignment
Standardize the estimating-to-operations handoff process to ensure:
Clear scope definition
Labor assumptions and risk transfer
Smooth project startup and execution
Partner with Operations to incorporate field feedback into future estimates.
What We’re Looking For
Required Experience
5+ years in electrical contracting with significant experience in estimating and/or pre-construction leadership.
Proven success scaling an electrical estimating function in a growing organization.
Deep understanding of electrical labor, material procurement, productivity modeling, and risk management.
Experience working directly with executive leadership and reporting to a CEO.
Preferred Experience
Business Development experience, including pursuit strategy, client relationships, and strategic bidding.
Track record of improving hit ratios and backlog quality through disciplined pursuit processes.
Experience with large commercial, industrial, mission-critical, or complex electrical projects.
