    THIS IS A PROPOSAL POSITION (CONTINGENT UPON CONTRACT AWARD). OCONUS POSITION – CURACAO

     

    As the AIRFIELD MANAGER you will performs airport management functions with responsibility for the safe, efficient, and secure operation of the entire airport complex. You will maintains constant awareness of changing conditions, activities, and requirements affecting Airport operations. The Airfield Manager maximizes safety and security with minimal disruption to Airport operations and reacts and responds to incidents, events, problems, and complaints in a professional manner and takes appropriate actions.  

     

     

    ESSENTIAL JOB FUNCTIONS:

    • Responsible for the total operation of the Airfield, to include buildings, runways, airspace, and grounds.
    • Uses knowledge of various types, capabilities and requirements of commercial and private aircraft.
    • Conducts long-range military planning to establish station plans, airspace utilization plans, approaches to airport, and improvements necessary to accommodate expanding operations, aviation technology, safety requirements and user needs.
    • Ensures proper utilization, maintenance and upgrading of buildings, runways, taxiways, ramps, navigational aids and communication equipment.
    • Works with other support activities for upgrade in maintenance and support services, snow removal, contingency airfield lighting, and lawn mowing and refueling aircraft.
    • Prepares diagrams of runways, taxiways, facility layouts, and specifications in accordance with applicable directives.
    • Plans manpower resources for the operation of the airfield to include surge operations.
    • Coordinates with various Air Traffic Control (ATC) facilities for staffing outside normal operating hours.
    • Identifies equipment needs for operation of the airfield.
    • Develops standard operating procedures and policy for users.
    • Develops self-check forms to assist in meeting applicable standards. Plans for supply and equipment needs.
    • Prepares and submits work orders for repairs needed.
    • Shall perform Bird Aircraft Strike Hazard (BASH) Program services. Shall retrieve and retain or dispose of the remains of all disabled, maimed, or dead birds from the Airfield.
    • We will maintain airfield NOTAMS, input flight plans, airport layout, and aircraft characteristics.
    • Plans, coordinates and organizes the Airfield Operations Board (AOB) and the Annual Airfield Survey.
    • Creates and manages the Airfield Waiver Package.
    • Performs other duties as required.

     

    EDUCATION & EXPERIENCE: (OR EQUIVALENT): 

    • Minimum of Associate’s in area of expertise required by this Contract or related discipline AND 3 to 10 years of experience in BOTH the technical area(s) of expertise required by this Contract  AND organizing and managing technical facets of the specified area(s)    OR 4-14 years of experience in BOTH the technical area(s) of expertise required by the this Contract AND organizing and managing technical facets of the specified area(s)
    • 5-yrs Supervisor or Manager executing duties IAW AFI 13-204 Vol 3 at military or civilian airport.
    • Must have at least 3 years supervisory and/or management level training and experience planning, organizing and executing AM duties outlined in AFI 13-204 Vol 3 at a military or civil airport.
    • Must have the ability to use wildlife control devices.
    • Familiar with USAF, DOD requirements and policies for airfield management.

     

    LICENSE & CERTIFICATIONS:

    • Must be able to complete and maintain certification to operate a vehicle on the airfield, to include meeting all color vision testing requirements in order to operate a vehicle in the controlled movement area.
    • Complete/sustain Airfield Driving CBTs.
    • Complete the following computer based training within 30 days of appointment. Government will provide links for the following courses: - Airfield Criteria, Standards and Facilities  - Airfield Inspections and Maintenance - Wildlife Hazard Management - Flight Line Driving  Accomplish refresher training yearly by 31 January.
    • Must have valid Driver’s License and be able to operate a vehicle with a manual transmission.  Capable of obtaining a flight line driver’s license.

     

    KNOWLEDGE & SKILLS:

    • Provide a safe, orderly and expeditious flow of aircraft at the airport and in the air.
    • Effectively utilize two-way radio communications, radar systems with associated computer equipment, landline communications systems and visual light-gun signals.
    • Formulate limited weather observations and provide weather conditions and assist aircraft during periods of inclement weather with the use of radar, instrument landing systems and various types of airfield lighting.
    • Offer emergency assistance to aircraft and be responsible for notifying and coordinating with emergency personnel and other agencies.

     

    PHYSICAL DEMANDS/WORKING ENVIRONMENT:

    Must be physically able to: climb ladders/stairs, wear all types of PPE (i.e. respirators, protective clothing, boots, gloves, glasses, etc.) and work in austere environments

     

    TRAVEL: 100% in a deployed location
