    The Position: The Associate Regulatory Counsel will report to and work closely with Vineyard Wind’s General Counsel, management team, and shareholders.

    ENERGY MARKET RESPONSIBILITIES:

    • The Associate Regulatory Counsel for Vineyard Wind is responsible for oversight and monitoring of New England ISO and NY ISO energy and capacity markets, as well as management of Vineyard Wind’s participation in Forward Capacity auctions, and optimization of capacity market revenues.
    • Develop and implement strategy for participation in New England capacity markets, including preparation of qualification packages and participation in Forward Capacity Auctions and Substitution Auctions.
    • Manage ongoing obligations associated with Vineyard Wind’s participation in New England and New York capacity markets, including monthly CPS monitoring and ensuring appropriate Financial Assurance is maintained.
    • Develop, coordinate, and implement policy and regulatory strategy in New England energy and capacity markets.
    • Act as primary point of reference for NE-ISO and NY ISO specific operational and tariff information to optimize economic impact of new or existing market participation.
    • Monitor and analyze company filings and on-going activities before applicable FERC and State Regulatory Commissions including rulemaking activities, ongoing litigation, and other regulatory activities that may affect the company.
    • Monitor and analyze regulatory, rules, policies, and market activity. Communicate to appropriate Company personnel information on regulatory filings/decisions, the Company's position on regulatory issues, regulatory personnel changes, etc., via office visits, telephone, or through timely written summaries. Coordinate all such activities with appropriate representatives of Vineyard Wind’s sponsors.
    • Collaborate with other internal groups and Vineyard Wind’s shareholders on Company filings in FERC dockets such as rulemakings, report filings, contested proceedings (both the Company's and other companies' proceedings), and Company-initiated filings.
    • Coordinate the submission of external Company filings with regulatory agencies on a timely basis and in compliance with all regulatory requirements.
    • Ensure contractual compliance with Power Purchase Agreements and ISO-NE requirements are being fulfilled in a timely and accurate manner.
    • Support additional revenue opportunities and optimization as they may arise.
    • Advise management team on critical regulatory requirements, deadlines, and opportunities.

    OTHER JOB RESPONSIBILITIES:

    • The Associate Regulatory Counsel will also have responsibility for day to day management of standard commercial contracts including non-disclosure agreements, framework agreements and amendments, and resource contracts including ensuring that all contracts are current and under applicable budgets.
    • Coordinate across project teams and packages to ensure contracts are properly scoped under applicable governance and procedures
    • Oversee timely performance of procedural obligations under contracts including extensions, variation orders, rate modifications, etc.
    • Provide general legal and business support as needed in a fast-moving small company environment.

    Requirements

    • Juris Doctor/foreign equivalent law degree.
    • Degree, specialized training, related work experience, or the equivalent combination of education and experience in engineering, business, finance, accounting, political science.
    • Five to seven years’ experience in Energy Industry or equivalent within private practice at a recognized US law firm.
    • Experience operating in New England ISO and NY ISO capacity markets and able to choose, appoint, and manage consultants to support this responsibility.
    • Knowledge of energy law and utility regulation particularly with respect to power generation.
    • Experience with commercial contracting including contract management and compliance, negotiation, and drafting.
    • Experience with real estate contracts including term sheets/letters of intent, options, purchase and sale agreements, and commercial lease agreements.
    • Strong written and oral communication skills and ability to work effectively with a diverse multilateral team; and
    • Excellent project management skills coupled with organization, flexibility, and strong attention to detail.

    The Location: Vineyard Wind is based in New Bedford, MA, with offices in Boston, MA.
