    The Position:

    Ensures on-time and on-budget marine and land-based construction by identifying and fulfilling workforce needs and commitments. Liaises with contractors and contract managers to implement labor agreements and community workforce goals including the Project Labor Agreement. Works with workforce development boards, trade unions, and others to ensure sufficient staffing of construction roles.

    • Manage Project Labor Agreement commitments through direct collaboration with contractors and unions in advance of construction as well as in the field
    • Lead various external workforce initiatives identified to meet union and DEI workforce goals
    • Track all local workforce requirements for projects and coordinate with the EPC team, contractors, and unions to ensure adequate recruitment, training, and staffing
    • Ensure accurate and timely communication of workforce and training needs and requirements between project management, contractors, and other stakeholders
    • Support identifying solutions to resolve differing views among contractors, project management, unions, and other stakeholders regarding roles, responsibilities, DEI initiatives, and costs related to the construction workforce
    • Implement a workforce tracking program in order to measure job creation and other macroeconomic benefits of the project
    • Prepare presentations and reports regarding construction workforce implementation

    Job Requirements: 

    • Bachelor’s Degree in Engineering, Construction Management, or other related field
    • Eight to ten years experience in large-scale or marine construction projects, with familiarity in marine operations and human resource management preferable
    • Good communication skills, including with management of foreign-based companies and across varied types of construction contracts
    • Experience negotiating or arbitrating in a business setting
    • Familiarity with the successful implementation of diversity, equity and inclusion programs
    • Ability to foresee problems and complexities and provide proposals for solutions, especially regarding the interface of contractors' typical practices with local workforce requirements.
    • Experience in communication with contractors, trade union management, workforce development agencies, and other stakeholders
    • Competent in basic technology business tools including Excel and PowerPoint
    • Preference for familiarity with US construction or marine labor law and customs

    The Location: This position is based in Boston or New Bedford, MA.
