    The Manager for Benefits and Human Resources Administration will be responsible for planning the day-to-day operations of benefits and wellness programs (medical, dental, vision, short-term and long-term disability, worker's compensation, life insurance, flexible spending plan and retirement plans). The manager must be able to balance collaborating with a small HR team and working independently to provide excellent solutions, often confidential client consultation in a fast-paced work environment.  Central to this role is providing quality benefits plans, investigating new benefits and wellness programs, improving existing programs, monitoring benefits administration, as well as designing employee benefits plans, and providing analytical and technical support in the delivery of these programs. In addition, this self-motivated and detail oriented manager will be responsible for working with the Director to review and process all HR-related invoices, inclusive of retiree billing.  The manager who will serve in an administrative capacity on the College’s investment committee, must also be able to deliver presentations to audiences of varying sizes, possess competence in effective planning and priority setting, as well as manage several complex projects simultaneously while meeting deadlines.

     

    DUTIES AND RESPONSIBILITIES:

     

    • Collaborate in the design, implementation and administration of the College’s benefits offerings.
    • Serve as subject matter expert for College benefits programs and be well versed in administration requirements for all benefits plans (e.g. medical, dental, vision, life, flexible spending accounts, and voluntary benefits offerings), in accordance with plan documents and College policies and procedures.
    • Manage 403(b) program including eligibility, enrollment and participant education.
    • Interface with outside benefits consultants, vendors, insurance carrier representatives and employees.
    • Coordinate the creation, distribution and presentation of employee benefits communication including new hire orientation, periodic benefit updates, summary plan descriptions, and annual open enrollment, ensuring timely entry of employee elections and changes.
    • Manage and serve as primary point of contact for all employee leaves (e.g. FMLA, personal, and Worker’s Compensation), ensuring clear, effective communication and timely filing and monitoring of open claims.  Make sure that leaves are compliant with all applicable laws and Iona College policies and that employees are provided with all leave requirements and responsibilities.
    • In conjunction with HR Director evaluate benefit policies, effectively develop, communicate and streamline processes programs and practices to create efficiencies and ease-of-use for employees.
    • Stay informed and up-to-date on legislative changes impacting employee benefits, worker’s compensation and leaves of absence, and proactively manage processes and programs to stay compliant; possess working knowledge of all statutory requirements.
    • Manages timely completion of 5500 filings.
    • Serve as primary contact for plan vendors and third-party administrators. Coordinate transfer of data to external contacts for services, premiums and plan administration. Evaluate and revise internal processes to reduce costs and increase efficiency. Document and maintain administrative procedures for assigned benefits processes. Ensure compliance with applicable government regulations. Ensure timeliness and accuracy of required reporting and fees.
    • Investigate, review and recommend technology improvements such as self-service, wellness plans.
    • Collaborate with Director and Assistant Director in enhancing and leading workplace wellness and safety program.
    • Survey industry trends. Complete benefits surveys and review information obtained from the results. Analyze complex benefits information. Forecast trends and assist with future benefits designs. Develop specific recommendations for review by management.
    • Partner proactively with payroll, finance and other departments as needed.
    • Review all invoices for appropriate documentation and approval prior to payment.
    • Process check requests; audit and process credit card bills.
    • Reconcile vendor statements, research and correct discrepancies as well as respond to all vendor inquiries.
    • Maintain files and documentation thoroughly and accurately, in accordance with College policy and accepted accounting practices and oversee the processing of monthly billings and the preparation of vouchers for payment of administrative fees for all group plans.
    • Review and process all HR-related invoices in a timely, accurate manner.
    • Administer vendor contracts.

     

    Required Skills Required Experience

    Education:

     

    • Bachelor's degree in a related field.
    • Certified Employee Benefits Specialist (CEBS), SHRM and/or HCRI designation preferred.

     

    Experience:

    • Minimum 5 years of benefits management experience in planning, research, policy development and plan design to include health and wellness benefits as well as retirement plans.
    • Knowledge of benefits contract language, experience and good command of benefits databases and HRIS, preferably PeopleSoft.
    • Knowledge of all pertinent federal and state regulations, filing and compliance requirements, both adopted and pending, affecting employee benefits programs, including ERISA, COBRA, FMLA, ADA, workers' compensation, Medicare, and Social Security as well as DOL requirements.
    • Ability to manage vendors, inclusive of invoice review and processing.
    • Demonstrated computer proficiency and technical aptitude with the ability to use Microsoft products, including Excel and PowerPoint.
    • Higher education experience is strongly preferred.

  • Qualifications

    REQUIREMENTS:

    Minimum of a high school diploma or GED and one (1) year of experience in a residential program for individuals with mental retardation or intellectual disabilities. Experience in a residential setting with other types of special needs populations may be considered (i.e. cerebral palsy, Autism, Alzheimer’s, Traumatic Brain Injury).

     

    Medication Administration Certification in the State of Virginia is a plus.

     

    NOTE: A bonafide occupational exception may be established for this position based upon sex/gender when it is necessary to ensure that at least one female and one male are on duty during each shift.

     

    OTHER:

    • This position requires driving your personal vehicle for company business. Must be privileged to drive according to the criteria set forth by Agency MVR guidelines.
