    Job Description

    FUNCTION: 

    Under direction, the Sr. Outreach Specialist works in the community to identify high risk individuals: men seeking men (MSM), people who inject drugs (PWID) and/or High Risk Heterosexuals (HRH). You will work weekdays with some evening and weekend hours, in and around sites such as recreational areas, parks, community centers, and targeted gathering establishments where known high risk activity occurs. People from these populations will be contacted and encouraged to participate in counseling and testing events, condom distribution, social network recruitment, and PrEP (data collection, education regarding lower risk sex and the prevention of spreading HIV). Provides leadership and direction amongst fellow outreach team, aiding in program development and in the development of skills around community outreach, event planning, and linkage to care. Sr. Outreach Specialist will hold leadership role and assistant to Program Manager in guiding direct services implemented by colleagues, assisting in administrative tasks, and by providing direction and help in regards to implementing best practices, policies and procedures. You will oversee the VOAFIT volunteers. Must be willing to be an HIV tester and sexual health educator. Must learn to apply agency, personnel/program policies and procedures and stipulations of the grant contract.

    QUALIFICATIONS:

    Bachelor’s degree in human services, public health or related field OR equivalent experience with a minimum of 3 years direct practice in a similar role or field.  Experience in community-based work. Thorough knowledge of HIV and HIV prevention.  High level oral communication and interpersonal relationship skills. Past leadership experience preferred. Capable of working independently and having good organizational and critical thinking skills.  Ability to exercise tact, diplomacy, discretion, and able to maintain confidential relationships with clients. Working knowledge of target populations, field related community partners, and geographical targeted area.  Certified in HIV 101 pre and post testing (can be completed upon hire).

    PRINCIPAL ACTIVITIES:

    1.     Works in the community to identify high risk individuals: PWID, MSM and HRH.

    1.      Conduct HIV test including pre and post test counseling and link newly diagnoses individuals to care.

    2.      Conduct Hep C test including pre and post test counseling and referral service.

    3.      Conduct Intimate Partner Violence (IPV) screening along with HIV screening including pre and post test counseling and referral service.

    4.      Identify and distribute safer sex supplies to community partner establishments within targeted geographical and population areas.

    5.      Oversee and organize VOAFIT volunteers 

    6.      Develop and facilitate programs/events or contribute to partnering events in the community that may benefit from HIV prevention services.

    7.      Help to establish and participate in Community Advisory Board

    8.      Implement Healthy Relationships effective interventions

    9.    Record all data pertaining to outreach, testing, and data, per protocol and established timelines

    10.    Utilize community mapping and social networking strategies

    11.    Support Program Manager and team in meeting and exceeding CDC grant requirements

    12.    Identify local organizations and people, to act as gatekeepers or local referral sources. Provide training and periodically check in and provide ongoing support.

    14.    Provide training and technical assistance to the region through Social Network Recruiting. Expand list of organizations/agencies participating in the programs.  

    1.    Provide leadership and direct training with other members of outreach team

    2.    Aid in the development of relationships, testing sites, areas for safer sex supply distribution, for other members of outreach team. 

    3.    Help in identifying beneficial trainings for staff and volunteers

    4.    Help in development of outreach materials (flyers, shirts, banners etc.)

    19.    Performance quality improvement (PQI) duties as assigned by supervision & PQI committee.

    1.    Support Program Manager with administrative tasks as requested.

    2.    Clear communication of all intended activities to be made with Program Manager    

    3.    Other duties as assigned

    PHYSICAL REQUIREMENTS:

    1.     Requires ability to stand or walk 50% of the day.

    2.     Requires ability to travel throughout Louisville and surrounding counties

    3.     Exposed to humidity and wetness during course of work.

    1.      Effectively intervenes in the risk behaviors of the target population.

    1.      Ensures compliance with grant requirements.

    3.      Ensures Volunteers of America positive public image by providing quality services and information to the general public, with the goal being the prevention of the spread of HIV.

    4.      To model agency core values of integrity, compassion, diversity, commitment & justice to          all internal and external contacts.  

    1.      Serve as lead point of contact for outreach related activities, help improve the outreach               tactics and abilities for the other members of outreach staff through development, shadowing, feedback, and modeling.
