    Job Description

     

    PROGRAM:                 HIV /AIDS Program                  STATUS:  Full-Time                

    POSITION:                  Outreach Specialist 

    REPORTS TO:            Program Manager 

     

    FUNCTION:

     

    Under direction, works in the community to identify high risk individuals/men seeking men (MSM) and/or High Risk Heterosexuals (HRH). Also, works in and around sites such as recreational areas, parks, and targeted gathering establishments where known high risk activity occurs.  Persons from these populations will be contacted and encouraged to participate in Counseling and Testing events, condom distribution, Social Network Recruiting, and PrEP (data collection, education regarding lower risk sex and the prevention of spreading HIV).

     

    KNOW HOW:

     

    High School diploma is required. Training and experience in field preferred.   General knowledge of HIV and HIV prevention.  Skills in oral communication and interpersonal relationships.  Capable of working independently and having good organizational and critical thinking skills.   Ability to exercise tact, diplomacy and discretion, and to maintain and sustain confidential relationships with clients.  Must learn to apply agency, personnel/program policies and procedures and stipulations of the grant contract.  Certified in AIDS 101.

     

    SPECIAL REQUIREMENT:

     

    1.      Satisfactory criminal records check.

    2.      Satisfactory sex crimes check.

    3.      T.B. test.

    4.      Hepatitis vaccine.

    5.      Certified in AIDS 101 and pre and post test counseling (Can be completed once hired)

    6.      Reliable Transportation

     

    PRINCIPAL ACTIVITIES:

     

    1.      Works in the community to identify high risk individuals, MSM and HRH of the community.

    2.      Conduct HIV test including pre and post test counseling

    3.      Identify and distribute safer sex supplies to high risk establishments within targeted geographical and population areas.

    4.      Develop, conduct, or contribute with different events in the community that may benefit from HIV prevention services.

    5.      Help to establish and participate in Community Advisory Board

    6.      Plan and implement healthy relationships effective interventions

    7.      Link newly HIV diagnosed individuals with care

    8.      Record all data pertaining to outreach, testing, and data, per protocol and established timelines

    9.      Utilize community mapping and social networking strategies

    10.    Prepare and post a monthly schedule of activities which reflects time spent in the field, at site other than official work station.

    11.    Meet and exceed CDC grant obligations.

    12.    Refer target population to community resources.

    13.    Identify local organizations and people, to act as gatekeepers or local referral sources for men having sex with men.  Provide training and periodically check in and provide ongoing support.

    14.    Maintain a list of area resources, including gatekeepers, speakers and individuals, and groups available for training.

    15.    Provide training and technical assistance to the region through Social Network

     

             Recruiting. Expand list of organizations/agencies participating in the programs.  

    1.    Attend required trainings.

    2.    Clinical Supervision with supervisor and supervision group.

    1.    Performance quality improvement (PQI) duties as assigned by supervision & PQI committee.

    2.    Clear communication of all intended activities to be made with program manager

    3.    Staying in consistent communication (checking emails a minimum of 2 times per day when on the clock)

     

    OTHER RELATED ACTIVITIES:

     

    1.      Refer target populations to community resources as appropriate.

    2.      Collect data as required by grant.

     

    PHYSICAL REQUIREMENTS:

     

    1.    Requires ability to stand or walk 50% of the day.

    2.    Requires some visual ability 

    3.    Requires ability to communicate with program's target population (men having sex with men), staff grantors, community social services, agencies, and the public at large.

     

    PHYSICAL ENVIRONMENT:

    1.    Exposed to heat and cold during course of work.

    2.    Exposed to humidity and wetness during course of work.

    3.    Exposed to congregate noise in course of work.

     

    EFFECT ON END RESULTS:

     

    1.    Effectively intervenes in the risk behaviors of the target population.

    2.    Ensures compliance with grant requirements.

    3.    Ensures Volunteers of America positive public image by providing quality services and information to the general public, with the goal being the prevention of the spread of HIV.

    4.    To model agency core values of integrity, compassion, diversity, commitment & justice to all          internal and external contacts.
