    The State of Wisconsin DHS is looking for a Systems Analyst III.

    Top Skills & Years of Experience: 8-10 years of experience (4 years of education can be included in years of experience)

    \- Experience inventorying, analyzing, and documenting eligibility determination logic, business rules, batch processes, system interfaces, and operational workflows operating within a hybrid environment that includes Mainframe batch programs, COBOL modules, SQL-based logic, an Enterprise Java web application, Java Web Services, and a Business Rules Engine such as Corticon.

    \- Ability to produce structured documentation including Standard Operating Procedures (SOPs), process flows, rule inventories, pseudocode representations, traceability matrices, interface documentation, and system architecture documentation to support operational sustainability, audit readiness, knowledge transfer, and modernization planning.

    o Providing detailed status report updates to project manager

    o Strong analytical and documentation skills

    o Experience analyzing complex systems and identifying documentation gaps

    Remote of Onsite? Candidates must be CURRENT WI residents. No relocation is allowed. The selected hire can work mostly remote from within the state of Wisconsin, but will be required to be onsite in Madison once a month.

    Project details: This role will act as a senior-level systems analyst to conduct comprehensive analysis and documentation of the Medicaid Eligibility System.

    Services to be performed include acting as a senior-level systems analyst to conduct

    comprehensive analysis and documentation of the Medicaid Eligibility System. This role will

    focus on inventorying, analyzing, and documenting eligibility determination logic, business

    rules, batch processes, system interfaces, and operational workflows operating within a

    hybrid environment that includes Mainframe batch programs, COBOL modules, SQL-based

    logic, an Enterprise Java web application, Java Web Services, and a Business Rules Engine

    such as Corticon.

    The selected candidate will produce structured documentation including Standard Operating

    Procedures (SOPs), process flows, rule inventories, pseudocode representations, traceability

    matrices, interface documentation, and system architecture documentation to support

    o Validation

    ? Review and validate documented rules, interfaces, and workflows

    with business and technical stakeholders

    ? Identify redundancies, inconsistencies, and undocumented logic

    rules and service operations

    ? Decision trees and rule logic documentation

    • Industry skills and experience

    o 5+ years of experience performing systems analysis in large enterprise or

    government environments

    o Experience working in complex legacy and hybrid system environments

    o Experience supporting mission-critical business systems

    o Experience documenting business rules, workflows, technical processes, and

    integrations

    o Experience working with cross-functional business and technical teams
