Job Summary: Plans, organizes, manages county-wide human resources and risk management programs. Assures county compliance with federal, state, and local laws, rules, and regulations. Assists Elected Officials/Department Heads in recruitment, selection, classification and compensation, labor relations, employee discipline, personnel records systems. Develops, implements, and updates county-wide human resources policies and practices. Responsible for development and administration of sound risk management practices. Must have the ability to work independently and as a team player in a confidential environment.
Brief Duties and Responsibilities: Supervises other human resources and risk management staff. Interprets existing policies, monitors county operations and changing legislation that affects personnel and risk management. Reviews contracts and programs for compliance and appropriate insurance coverage. Acts as contact for outside counsel representing county on tort claims, in coordination with the Prosecuting Attorney’s Office, including gathering discovery documents and participating in mediations and settlement negotiations. Develops, implements, monitors annual budget for Human Resources/Risk Management Office. Work assignments received with little or minimal instruction or supervision and require exercising independent judgment, initiative, and subject matter expertise in resolution of complex, unique human resources, and risk management issues. Working Environment/Abilities: Work is primarily performed in the office but may occasionally require work to be performed in the field and may require travel in varying weather conditions. Physical abilities required for this position are ones typically related to office operations including but not limited to manual dexterity and visual acuity to operate computers and other office equipment, accessing filing cabinets both on and off site, and sufficient hearing and speech ability to communicate. Ability to lift twenty (20) pounds.
Minimum Qualifications: BA degree and five (5) years of progressively responsible experience in human resources and/or risk management; any equivalent combination of experience and education which provides the applicant with the desired skills, knowledge, and abilities required to perform human resource and risk management responsibilities. Experience desirable in evaluating liability, analyzing claims and/or risk management. Demonstrated ability in facilitating/conducting related training programs preferred.
