    Position Type:** Full Time, Non-Exempt, Monday- Friday, 8am- 4:30pm OR Tuesday - Friday 7am to 5:30pm **
    Direct Supervisor:** Weatherization Manager **
    Work Environment:** Works both indoors and outdoors in various weather conditions.

    **Job Summary
    **

    The Weatherization Program Building Analyst performs home energy assessments and health and safety inspections in residential structures for Kitsap Community Resources' clients in Kitsap County.

    The Building Analyst will utilize training and experience (provided by and paid for by Kitsap Community Resources) to evaluate the energy impact and safety of building components. They will gather data, conduct testing with diagnostic instruments, and use energy modeling software to identify opportunities for energy saving and improvement of health and safety hazards for building occupants. They will also write a comprehensive scope of work for needed repairs and retrofits and work with a base of experienced contractors to ensure correct work outcomes for client's homes.

    Building Analysts have the ability to achieve paid promotions to the Certified Energy Auditor and Certified Quality Control Inspector positions with additional experience and training.

    Job Requirements

    Qualifications:

    1. High school diploma or GED
    2. Minimum 3 years education/experience in residential construction, or 2 years education/experience in weatherization retrofit work, or other home performance related fields, or a combination of education/experience between the two equaling 3 years.
    3. Experience with MS office applications
    4. Customer relations skills.
    5. Effectively communicate both verbally and in writing in English.
    6. Ability to pass criminal history background check.

    ****Preferred Qualifications:


    1. Working knowledge of state and local building codes.
    2. Knowledge of Occupational health and safety standards.
    3. Experience working with Washington State TREAT and WIDS databases and inspection methods.
    4. BPI certified Building Analyst, or Energy Auditor/Quality Control Inspector
    5. Understanding of building science principles and application
    6. Knowledge of home HVAC systems
    7. Knowledge of TREAT, ECOS, or other energy modeling software
    8. Knowledge of combustion safety testing practices
    9. Knowledge of diagnostic tools used in the performance of weatherization audits (blower doors, manometers, fan flow meters, etc.)
    10. Experience in residential construction and carpentry
    11. Experience with weatherization retrofit work and measure installations

    License(s) and/or Certifications:

    1. Valid Washington State Driver's License.
    2. Ability to obtain current auto liability insurance
    3. Must be bondable; meet the bonding requirements of KCR's current insurance vendor.
    4. Going forward after hire, must obtain and retain all certifications required by program need, program contracts, and federal state & local law for the position and/or its duties. (KCR pays for certifications/training.)

    Essential Physical and Mental Functions

    1. Cognitive and physical ability to utilize a wide variety of methods and tools to assess and measure performance of various building systems and prepare and communicate reports of status and appropriate recommendations
    2. Requires walking, reaching/stretching, intermittent sitting, twisting and bending.
    3. Must have the ability to climb ladders, crawl under buildings, including crawl spaces, attics, and on roofs
    4. Physical and cognitive ability to operate a motor vehicle.
    5. Ability to lift and carry up to 30 pounds frequently and up to 50 pounds occasionally.
    6. Cognitive ability to discern and apply accuracy; basic math proficiency.
    7. Cognitive ability to perform necessary calculations and write clear descriptions in English.
    8. Demonstrated ability to communicate both verbally and in writing in English; work successfully with diverse groups of people.
    9. Cognitive ability to operate a variety of computer applications.
    10. Cognitive ability to assess a variety of factors and render appropriate judgments.
    11. Demonstrated ability to maintain a calm demeanor and regulate emotions in interpersonal communications with staff and clients.
    12. Provide for accurate and complete interpersonal communications to provide appropriate advice and information.

    Responsibilities- Included but are not limited to

    1. Reports to Weatherization Manager and accepts assignments.
    2. Makes contact and gathers required information for audits from clients.
    3. Independently performs energy audits, checking homes for insulation levels (walls, under floors, ceilings) and structural integrity (walls, floors, roofs).
    4. Identifies health and safety issues found during the energy audit and educates clients regarding them.
    5. Identifies primary and secondary heat sources as well as any combustion appliances and performs combustion safety testing.
    6. Performs diagnostic tests on homes and their systems utilizing blower doors, manometers, and other diagnostic equipment.
    7. Installs simple items such as LED light bulbs, smoke & Carbon monoxide detectors, and faucet aerators.
    8. Makes rough drawings of homes, detailing all door and window openings and sizes. Documents all measurements for floor plans.
    9. Inputs audit information and data into documents, data bases, and programs including energy modeling software.
    10. Writes detailed scopes of work for contractors; monitors and coordinates with contractors to ensure that scopes of work are completed as designed.
    11. Attends state and local trainings as requested, occasional travel required.
    12. Track projects from intake to completion ensuring key requirements are met and key metrics and documentation are reported.
    13. Participates in all State, Federal, Local, and Utility monitoring, audits, and inspections and assists in associated responses and follow up compliance plans.
    14. Address client contacts including concerns and complaints with professionalism, ethics, and compassion.
    15. Conduct direct field work as needed utilizing Energy Auditor and Quality Control Inspector certification disciplines.
    16. Learns and remains current on all applicable Federal, State, and Local Weatherization regulations.
    17. Attends and actively participates in Weatherization and KCR staff meetings.
