    POSITION DESCRIPTION

    Job Summary:

    The Strategic Initiatives Office Manager of Enterprise Project Management Office is responsible for leading and developing a staff of project coordinators and project managers. The Manager will build best practices that will serve internal (and sometimes external) customers and business partners. They will exercise strong leadership and collaboration skills to manage and develop a team of project professionals. They will act as a conduit and leader within the organization to help transform the Strategic Initiatives Office and Enterprise Project Management Office into a center of excellence in the project management discipline.

    The Manager of Enterprise Project Management will also ensure the successful implementation of WellSense’s strategic initiatives by ensuring that project coordinators and project managers adhere to project management best practices. They will act as a mentor, leader, and escalation point of contact for project delivery as needed.

    The Manager functions as a capacity and demand planner for the department. Utilizing the department’s Portfolio Management software and/or process, they are responsible for assessing incoming project demand against current project management capacity to make recommendations about timing and resource allocation.

    Key Functions/Responsibilities:

    • Assigning resources based on their experience and skill set/capabilities. Hiring new staff based on project budgets. Providing Project Managers with ongoing resource management and related support. Monitor employee utilization, workload, and overtime hours. Mitigate resource concerns by reallocating resources, adjusting goals, or assigning additional staff. Documenting processes and maintaining documentation (including working with HR). Maintain organizational charts and resource directories.
    • Drive development in managing project scope.
    • Drive development of project budgets/forecasts (e.g., cost benefit analysis (CBA), capital planning, staffing impact analysis/assessment).
    • Drive development in building and maintaining project schedules.
    • Proven track record in project management, meeting project milestones on large scale, complex initiatives, and negotiating for key resources
    • Measurement: Leads efforts to document and articulate business ROI, leads ongoing discussions with Stakeholders at every level to ensure success of projects and functions.
    • Collaborate on risks and issues around schedules, risk mitigations, issue management pans and Escalations. Ability to coach staff through complex problem solving and strategic risk/issue management.
    • Maintain portfolio repository (Planview Projectplace) and sets standards for artifacts including charter, project plans, and logs for change requests, risk, issues, actions, assumptions, decisions and dependencies, and other pertinent project documentation.
    • Establish training and employee development processes for team related to achieving high performance against core project management competencies
    • Hire, lead and develop team of highly capable Project Managers & Project Coordinators
    • Establish short and long term goals for both the department and for the individuals on the team.
    • Provide functional and skill growth guidance, and training opportunities to those managed. Assist employees in growing along their chosen career path
    • Maintain a team culture of collaboration, learning, innovation and execution excellence
    • Proven ability to effect change and meet business goals, monitor progress, and take corrective actions when necessary
    • Track the results, impact and over all capacity of staff. Provide management with reports as needed to run department.
    • Execute Resource Management assessment and assign resources to enable project s as work moves through the Governance process.
    • Short (1-3 month) and long (6-12 month) term resource planning and workload management assessments , providing guidance and capacity predictions to leadership for long term planning
    • Demonstrated excellence with practices including resilience and resourcefulness, cultivating team engagement, developing others, communicating enterprise purpose, and facilitating execution plans
    • Provide day to day direction, guidance and coaching to the team. Provide guidance and coaching on encountered situations, best practices, and next steps.
    • Mentor and train new staff in departmental discipline, to include classroom instruction and hands-on training.
    • Demonstrate and act as the subject matter expert for department function to include assisting in updating/maintaining standard work, tools, templates and training materials for staff
    • Support the SIO and the enterprise through consistent adherence to PMO/gating processes and Project /Program management processes. Supporting the team in managing and maturing waterfall, agile, and/or process engineering methodologies

    Defines standards, templates, best practices, SOPs, methods, and tools for the department's domain of expertise.

    Supervision Exercised:

    • This role directly or closely supervises approximately 5-10 staff members.

    Supervision Received:

    • General supervision from the Director of EPMO is received weekly or as needed.

    Qualifications: __

    Education Required: __

    • Bachelor’s degree in Business Administration or an equivalent combination of education, training and experience

    Education Preferred:

    • Possesses valid PMP and/or PgMP or equivalent experience
    • Completed advanced project management education

    Experience Required: __

    • 5 - 10 years of project management experience and extensive professional knowledge of market/industry trends
    • Successfully managed projects with 10 or more FTEs through full project lifecycle

    Experience Preferred/Desirable:

    • 5+ years’ experience with a Health Plan, or other Healthcare Experience
    • 5+ years’ experience with Medicaid or Medicare managed Health care or health plan
    • Hands on experience with PPM tools and software (Plan View/Project Place, Asana, Microsoft Project, etc.)
    • Experience in SAFe Agile methodology
    • Experience in developing and managing to budgets

    Working Conditions and Physical Effort:

    • Ability to work East Coast business hours.
