Manager-Logistics & Distribution - Full Time - Supply Chain - York Hospital
GENERAL SUMMARY: Manager - Logistics and Distribution, oversees activities related to System logistics and distribution. Activities include inbound transportation/traffic, warehousing, distribution to customers, finished goods inventory management and outbound transportation/traffic. Finished goods includes supplies, implants, equipment, linen, mail, print, labs, pharmaceuticals, images, money and other miscellaneous goods and services. Oversees specific tasks related to the receipt, storage, inventory control and distribution of material, equipment, merchandise and supplies in accordance with established priorities and schedules. Supervises personnel responsible for performing these tasks. Oversees procurement and distribution of general inventory materials and supplies according to System guidelines for cost, quality and delivery. Manages surgical inventory for the Operating Rooms in all Perioperative Departments. Conducts supply and materials-related data and distribution analysis.
DUTIES AND RESPONSIBILITIES: The following are essential job accountabilities: 1 Responsible and accountable for logistics and distribution resources/structures, processes/practices/tools and key performance indicators that enable outstanding service to geographic area of responsibility. Monitors the quality, quantity, cost and efficiency of the movement and storage of goods. Coordinates and controls the order cycle and associated information systems. Analyzes data to monitor performance and plan improvements and demand. Allocates and manages staff resources according to changing needs. Liaises and negotiates with customers and suppliers. 2 Develops internal business by gaining new contacts, analyzing logistical problems and producing new solutions. 3 Works with logistics and distribution leadership team to identify and execute optimum processes for inbound freight to ensure right stuff, right place, right time, and to ensure lowest possible cost. 4 Manages an optimal warehouse operation, including receiving docks, storerooms, shipping areas, and all processes related to warehouse operation. Implements health and safety procedures and preventative maintenance on assigned assets. 5 Manages distribution to customers, including issuing from storerooms to end users, direct delivery from vendors and receiving docks to end users and utilizing/managing vendor partners such as distributors and couriers. 6 Maintains stock levels, adjusting levels based on consumption trends and reordering in a timely and accurate fashion to ensure end users have what they need when they need it using a just in time or low unit of measure inventory management approach. Manages inventory to ensure the System is not at risk based on expiration dates. Ensures routine checking of dates, pulling of products from inventory and proper disposal. 7 Oversees various ERP/MRP systems, including inventory location set-up, re-order point set-up and system management. Fully participates in testing of applications/changes to applications. Participates in ERP/MRP core meetings. 8 Coordinates shipment of various products to vendors and system entities, including returns of supplies and equipment deemed unacceptable for varied reasons. Works with services such as FedEx, UPS, etc.. 9 Works with procurement and contracting personnel to support standardization, utilization, inventory management and cost containment objectives for supplies and equipment. 10 Develops and nurtures cooperative relationships among employees, clinicians and vendors for product and service acquisitions, coordinating distribution efforts to effectively introduce new products. 11 Supports the Systems participation in value analysis process, group purchasing, supply chain initiatives and programs concerning supplies, equipment and purchased services. 12 Serves as the resource person in the application of process re-engineering, life-cycle and value analysis and performance improvement in above practices. 13 Collects inventory related data and maintains data collection processes to support process improvement and budgetary performance. 14 Assists in the development and implementation of System-level and hospital-focused product and process standardization protocols for the cost-effective use of supplies, materials and equipment throughout the Hospital. 15 Arranges adequate space requirements for storage of products and modifies distribution techniques and practices as required. 16 Works with procurement specialists and department heads to coordinate requisitioning, ordering, distribution of materials, supplies and equipment. Controls ordering and requisitioning process to ensure inventory levels of supplies are in line with activity. 17 Coordinates or is a responder in the recall process. 18 Assists with emergency management planning and response. 19 Oversees the OR case cart process, ensuring accurate, complete and timely delivery of case carts to the OR. 20 Ensures team is following OR attire policies 21 Monitors vendor policy protocols, to ensure vendors are following hospital policy 22 Develops policy, procedure and monitoring around DOH, Joint Commission and other regulatory organizations. 23 Optimizes the use of technology, to include utilization of health system ERP, handhelds, RFID, etc, resulting in efficiencies and elimination of manual and wasteful processes. 24 Coordinates all consignment inventories with vendors and maintains appropriate documentation and controls. 25 Acts as a liaison between the Supply Chain and all customer (e.g., Physicians, Nurses, Non-Clinical staff, Department Heads, etc.) in the ongoing Customer Service engagement. 26 Communicates closely with clinical coordinators, OR buyer and Surgeons. 27 In conjunction with the system Value Analysis Teams, ensures all incoming supplies, instruments and equipment are properly approved for usage, received and logged. 28 Examines patterns of product usage to discern the presence of obsolete items and opportunities to improve product standardization. 29 Explores opportunities to reduce material expenses per case, contributing to meeting annual budget targets. 30 Coordinates the physical inventory process, product failures, recalls and equipment maintenance for the Surgery Department. 31 Performs periodic audits of patient supply and equipment charges. DEPARTMENT DESCRIPTION: The WellSpan Health's Materials Management department operates as a Centralized function located in York, PA and supports all owned entitities locatted in York and Adams counties. Material Acquisition, Supplier Contracting, Operating Room Inventory Management, Central Sterile Supply processing, Medical Supply and Mobile Patient Care Equipment Distribution, Value Analysis coordination, Supplier Negotiations, Process Improvement/Implementation, Group Purchasing Organization monitoring, and Capital Equipment(Medical and Facility) negotiations are some of the many functions performed by this department. Lawson/Infor is the Materials Management Information System that supports all related Supply Chain activities.
Required Skills
Minimum Education Bachelor’s Degree
Minimum Experience 5 years in progressively more responsible Supply Chain Management positions in the healthcare industry or the equivalent management experience.

Pref Cert/Registration Certified Supply Chain Management professional in healthcare industry or other industries.
