POSITION OVERVIEW:
Reporting to the Senior Manager of Human Resources, this position is the lead payroll and benefits specialist within our North American Wellmore Human Resource unit. This unit supports all employees across multiple entities in the United States and Canada.- Supporting approximately 200 employees. With limited supervision the incumbent executes the preparation, documentation, and collaboration of payroll and benefits duties. This role will be working closely with cross-functional partners to develop and implement continuous improvement opportunities to improve the effectiveness of payroll and benefits operations.
PRIMARY RESPONSIBILITIES:
- Manage reporting, reconciliation, and auditing of employee wages, payroll taxes, benefit deductions, garnishments, and other payments assigned to business units in collaboration with various groups including HR business partners, benefits, compensation, accounting and internal/external auditors.
- Develop, implement and monitor payroll operations standard operating procedures, policies, and guidelines for execution of both US and Canadian payrolls. Communicate procedures to various stakeholders as required.
- Proactively identify and lead continuous improvement efforts that improve the effectiveness of payroll operations. Work with both internal business partners and external parties to document, analyze, implement and monitor improvement opportunities.
- Manage the delivery of key payroll projects that include obtaining an understanding of the issue, collaboration with key team members about the issues, and co-development of recommendation
- Responsible for capturing activities of compiling payroll statistics, maintaining payroll control records, and special requests
- Manage benefits programs both in Canada and United States.
- Candidate will have experience in benefits, payroll, reconciliation and time & attendance reporting and analysis
- Position will exhibit good customer service skills in supporting the Company’s employees and must possess strong written and verbal communication skills
- Maintain payroll internal controls; ensuring proper procedures, policies, and rules are applied to payroll activities
- Strong technical knowledge of payroll required, experience with ADP or similar system is an asset
- Strong experience in both Canada and USA laws and regulation in relation to payroll and benefits
- Assist with year-end processes and reconciliations partnering with the accounting team
- Audit of payroll systems and reports on a payroll cycle basis
- Research complex payroll issues for proper treatment
- Manage vendor relationships and requests
- Administer employee benefits programs such as medical, dental, vision plans, life and disability insurance plans, leaves of absence, Canadian RRSP and US 401k retirement plan
- Work closely with the benefits team, benefits consultants and insurance vendors to implement approved new plans or changes to existing plans by preparing announcement materials, gathering plan summary documents, updating the employee intranet, and other media for communicating plans to employees
- Act as a subject matter expert for escalation of employee benefits inquiries and complaints to ensure a quick, equitable, and courteous resolution
- Maintain contact by Teams, phone or email, with insurance companies, employees, and beneficiaries to facilitate proper and complete utilization of benefits for all employees
- Craft content and communications for employees that are approachable, succinct, and reflect Company culture
- Prepare benefits reports for plan audits, actuaries, insurance carriers, and management
- Lead and act as project manager for the following benefit plans/programs:
- Compliance management; ensure the program is meeting all legislative requirements including, but not limited to 5500 filings, ACA reporting, distribution of required notices. Continually evaluate and proactively inform on upcoming changes that may impact company
- USA Leave of Absence Administration
- ADP Workforce Now benefits system administration
- Dental, Vision, Life/AD&D and LTD
- Federal COBRA
- Co-manage the following:
- Annual Open Enrollment management
- Additional duties as assigned by Manager
PREFERRED CANDIDATE QUALIFICATIONS
EDUCATION AND EXPERIENCE:
- At least 5 years of progressive payroll and benefits administration experience required. Prior work experience must include significant experience as an incumbent in a payroll/benefits subject matter expert position. Prior experience in a lead and/or supervisory analyst/administrator role is strongly preferred.
- Experience with administration of complex multi-site payroll execution required.
- Prior experience managing payroll activities for exempt and non-exempt employee populations is required.
- Expert level proficiency in payroll laws and regulations for US and Canadian payroll.
- Work with ADP or similar system is an asset
- Strong understanding of payroll accounting principles required.
- Prior experience manager relationships with outsourced payroll operations needed.
KNOWLEDGE, SKILLS AND ABILITIES:
- Ability to handle, produce and maintain confidential information
- Ability to accurately interpret and apply policies, procedures and laws related to payroll activities
- Proven ability to work within tight deadlines as well as successfully prioritize multiple tasks in a fast-paced environment
- Expert level skills with MS Excel required. Pre-requisite experience includes building complex ad hoc reporting using V Lookups, Index Matches, Pivot Tables, etc.
- Strong payroll and benefits systems administration required. Incumbent must have prior experience with configuration, setup, and testing of payroll attributes and custom payroll reports in HCM software. Solid analytical thinking and reasoning skills required.

- Ability to collaborate with peers to identify process improvements; adapt and drive improvements to simplify processes with compliance in mind
