    POSITION SUMMARY:  The Program Analyst for OSYD Web Applications participates in strategic decision making with schools, parents, and the community to support system-wide policy initiatives that improve school culture, safety, and security. The Program Analyst for OSYD Web Applications serves as an integral part of the Research and Resource Team, assisting and supporting schools citywide with OSYD Portal applications to enhance school climate and culture.  The Program Analyst serves as a liaison between Borough Safety Directors (BSD), the Office of Counseling Support Programs staff, Field Support Center (FSC) Liaisons, and schools, to ensure the effectiveness of the professional development application on behalf of OSYD.  The Program Analyst will manage data systems and monitor functions for a portfolio of applications, as well as provide ongoing support for the Bullying Complaint Reporting Portal, Online Occurrence Reporting System (OORS) and the Suspensions and Office of Hearings Online (SOHO).  Performs related work.

    KEY RELATIONSHIPS: The Program Analyst for OSYD Web Applications will work closely with BSD Liaisons, FSC Student Support Services staff, and OSYD staff, particularly the Senior Administrator of School Services and Security, Deputy CEO for Safety and Security, Deputy Chief Executive Officer/Superintendent District 88, and the Borough-based Alternate Learning Center (ALC) Principals. The Program Analyst will also work with key Division of Instruction and Information Technology (DIIT) Applications Development personnel, Office of the General Counsel (OGC), NYPD’s School Safety Division (SSD) senior staff, School Safety Plan (SSP) Approvers, community-based organizations (CBOs), and vendors.

     

    RESPONSIBILITIES

     

    • Manage OSYD Portal applications by providing user support, documenting enhancements, provide business requirements to DIIT, create and maintain data dictionaries and business rules, and ensure implementation through user acceptance testing.
    • Serve as the lead support resource for the Bullying Complaint Reporting Portal.
    • Oversee and support the annual School Safety Plan (SSP) Certification process between the NYPD and schools for all DOE school buildings, to ensure compliance with Chancellor’s Regulation A-414 and NYS SAVE Legislation.
    • Support schools with the documentation of incidents, suspensions, evacuation drills, Safety Committee and Town Hall Meetings to educate members of the community on safety issues in neighborhood schools, as well as provide an outlet for the community to voice safety concerns.
    • Provide data to schools, Borough Safety Directors and FSC Liaisons to ensure each school building’s compliance with various deadlines and requirements, as well as other safety-related initiatives; collaborate with the Office of Compliance Services (OCS) to ensure compliance with various regulations.
    • Provide data to schools and school support staff t to inform improvements to their climate and culture and resource allocation.
    • Liaise with CBOs, alternative programs, and the City’s Administration for Children’s Services (ACS) to create and maintain SSPs for the implementation of safety procedures for DOE students receiving educational services at non-DOE sites, as well as staff and other community members utilizing these sites.
    • Provide technical and administrative support to the DIIT Internet Protocol Digital Video Surveillance (IPDVS) deployment unit; maintain IPDVS data for the Online Occurrence Reporting System (OORS), and SSP applications.
    • Provide guidance on available resources to parents and other community members.
    • Respond to requests from parents and community members to provide public versions of the SSPs.
    • Provide technical assistance for all OSYD web applications via phone and email.

     

    QUALIFICATION REQUIREMENTS:

     

    MINIMUM

     

    1. A master’s degree from an accredited college in education, guidance, educational administration and supervision, or a related field; or
    2. A baccalaureate degree from an accredited college and one of the following:

    (A) one year of full-time satisfactory professional experience in educational program administration, career or occupational program administration; or

    (B) one year of full-time satisfactory professional experience as a state certified or licensed teacher; or

    1. A four-year high school diploma or its educational equivalent and five years of full-time satisfactory professional experience in educational program administration, career or occupational program administration; or
    2. A combination of education and/or experience which is equivalent to the requirements in "1," "2," and "3" above. However, all candidates must have at least an approved four-year high school diploma or its educational equivalent.

     

    PREFERRED

     

    • In-depth knowledge of technology.
    • Experience working in a heavy call center environment.
    • Experience working with large data sets and writing SQL queries.
    • Proficient in database design and maintenance.
    • Project management experience, including experience with information technology and research projects.
    • Expert-level ability in Crystal Reports or other reporting software.
    • Expert-level ability in Microsoft Excel, SQL Server or Access, and PowerPoint for analysis and preparing presentations.
    • Strong analytic and problem-solving skills, with attention to detail and follow-through.
    • Time management and multitasking skills, especially when handling multiple high-priority projects simultaneously.
    • Excellent and effective communications skills, including the ability to write well and make clear, concise oral presentations.
    • Familiarity with computer networks and applications deployed in NYC public school system.
    • Familiarity with principles of school development and youth development, including fostering school safety and enhancement of school culture.
    • Internal candidates preferred.

     

     

    SALARY: $68,990+
