    JOB TITLE: ISR Capability Integration Analyst- OUSDI

    PROJECT OVERVIEW:

    WBB Company is seeking an experienced Intelligence Surveillance Reconnaissance (ISR) an experienced ISR Capability Integration Analyst to provide Battlespace Awareness Portfolio/ Intelligence, Surveillance and Reconnaissance Capability Integration Analysis SME support for the Under Secretary of Defense for Intelligence (OSUDI).

    JOB DESCRIPTION AND RESPONSIBILITIES:

    • Provide the knowledge and subject matter expertise (SME) to effectively support the USD(I&S) in the management of the BA Portfolio. The BA Portfolio has a broad and complex mission with corresponding functional responsibilities at both the USD(I) level and across the DoD and the broader IC
    • Required areas of SME include all aspects of the BA-related ISR portfolio (Space, Airborne, and Ground/Surface systems)
    • Review and evaluate existing and planned ISR and environmental systems, processes and programs across the DoD and IC to ensure the BA Portfolio is optimized to meet the operational warfighter, acquisition community and senior policy maker needs
    • Provide all support required to organize, analyze, and coordinate planning, programming and resource data needed for optimum development and management of the BA Portfolio
    • Work independently on assigned projects, reporting back to leadership as appropriate with updates and recommendations
    • Research and analysis, recommendations, development of position papers, responses, talking points, memoranda, briefings, and correspondence as required on all critical ISR capabilities
    • Development of guidance for initial binning; data collection and management strategies; assessment of tools and repositories; creation of business rules and entry/exit criteria; and corporate review and evaluation criteria
    • Establish a decision-making framework for BA capability portfolio management (CPM) that will promote timely and effective capabilities based decisions when an investment crosses or spans any of the following: BA CPM and another DoD Mission Area, Multiple DoD component agencies, or BA CPM and the broader IC

    REQUIRED SKILLS AND QUALIFICATIONS:

    SECURITY CLEARANCE: Top Secret/SCI

    • Top Secret/Sensitive Compartmented Information (SCI) clearance required
    • Bachelor's degree required however education substitution or Associate degree plus 2 years of experience or 4 years of experience accepted
    • 10 years of experience of which a minimum of 4 years must be specialized in systems design and analysis, capability programming and analysis, functional requirements analysis, or modeling with emphasis on the following:
      • Understanding of the Requirements Process (JCIDS)
      • Understanding of the DoD PPBE System
      • Knowledge of basic ISR Systems and Capabilities
      • Deep knowledge of the DoD Acquisition Process
      • Examination of science and technology impacts
      • Quick-turn technical analyses of ISR capabilities
      • Expert in technical analysis of ISR system performance
    • Excellent interpersonal and communication (oral and writing) skills

    DESIRED SKILLS AND QUALIFICATIONS:

    • Master’s degree
    • Defense Acquisition Workforce Improvement Act (DAWIA) Level I or Level II for Program Management or Systems Engineering

    WORK LOCATION: Alexandria, VA
