    Pensacola Bay Support Services, a Joint Venture of IAP Worldwide Services and EMCOR Government Services, has been awarded the Pensacola Base Operations Support Contract.

     

    SUMMARY:

    The Laboratory Technician is responsible for planning, organizing, collecting, preserving, and analyzing drinking water samples at multiple locations in the distribution systems and the Water Treatment Plants (WTPs) including 10 potable water wells, 6 ground storage reservoirs, and 4 elevated water storage tanks. The Laboratory Technician will operate and control components of the WTPs as needed. The Laboratory Technician will provide assistance as needed in the wastewater collection system and take the weekly on call duty as needed.  

     

    ESSENTIAL JOB FUNCTIONS:  

    • Collects, preserves, and analyzes samples for drinking water, wastewater, and various other matrixes as required. Operates and controls the components of the WTPs as needed. Follows both verbal and written instructions.
    • Adjusts chemical doses in response to changing water quality parameters, adjusts plant processes and accurately keeps operating records to maintain compliance with U.S. Navy policies/procedures and the Florida Department of Environmental Protection (FDEP) rules and regulations.
    • Plans and organizes the collection of drinking water samples required by FDEP under Florida Administrative Codes (FAC) 62-550, 62-555, and 62-560 to maintain compliance. Accurately performs analysis, preserves samples and prepares chain of custody forms.
    • Reviews and updates drinking water plans annually or more frequently if required.
    • Controls specific amounts of chemical to stabilize and disinfect the water prior to distribution. Chemical additions include: zinc orthophosphate, sodium hypochlorite, sodium hydroxide, and hydrofluorosilicic acid.
    • Collects water samples and accurately performs routine chlorine, pH, fluoride, and phosphate operational analysis.
    • Regulates well pump flow through each of the Granulated Activated Carbon (GAC) units; pumps treated water into the water distribution system; adjusts controls for flow rates and line pressure and; monitors electronic panels and the SCADA computer terminal.
    • Calibrates associated test monitoring analyzers and operates machinery and equipment associated with WTP functions (i.e, chemical injection pumps, analytical equipment, air blowers, auxiliary generators, fire hydrants, reservoirs, elevated water tanks, etc.).
    • Utilizes time effectively and efficiently and is alert and responsible to anticipate problems.
    • Plans and executes all work in a safe manner at all times complying with OSHA safety regulations and have a thorough understanding of safety procedures and Lock out/Tag out Procedures.
    • Utilizes Safety Data Sheets to identify chemical characteristics.
    • Adheres to all water quality regulations and follow all company written procedures and policies.
    • Assist the maintenance staff to identify and repair major mechanical problems.
    • Keeps supervisor apprised of work situations and problems encountered.
    • Flushes water lines to ensure water quality; utilizes chlorine level testing devices and other testing instrumentation.
    • Assists distribution operator on an as needed basis.
    • Assists with regulatory inspections and maintains file and records for water and BFPs.
    • Assists with the wastewater collection system as needed.
    • Connects/disconnects ships for water and CHT.
    • Work also involves other duties as assigned, including compliance with the provisions of the Collective Bargaining Agreement and company policies.

     

    EDUCATION & EXPERIENCE:

    Must have a High school diploma with four (4) years’ experience as a Water Treatment Plant Operator.

     

    LICENSE & CERTIFICATIONS:

    FDEP Class “C” or higher Water Treatment Operator License required. Florida Class “E” Driver’s License or equivalent is required.

     

    REQUIRED KNOWLEDGE & SKILLS:

    • Knowledge of chemistry techniques, lab environment, equipment calibration.
    • Ability to interpret FDEP and EPA rules and regulations.
    • Must have sample collections and analytical experience, along with WTP operations and maintenance experience.
    • Mechanical experience and the skills necessary to repair plant equipment. Experience working with assorted utility piping systems.

     

    PHYSICAL DEMANDS/WORKING ENVIRONMENT:

    Laboratory Technicians work indoors and outdoors where they are subject to prevailing weather conditions. They are exposed to constant noise, rotating machinery, dirt, grease, chemicals, oil, and fumes in the work area. Laboratory Technicians are subject to cuts and abrasions from the use of tools and equipment and burns from chemicals if proper protective equipment is not used. In addition, they work on catwalks and ladders. Laboratory Technicians at this level follow prescribed safety practices and use safety equipment such as face shields, gloves, hard-toe shoes, respirators, and protective clothing. Some of these safety items may be uncomfortable to wear and may be worn or used for long periods. On-Call Duty rotation required, with company cell phone provided when in a duty status.

    PROFESSIONAL QUALIFICATIONS/SKILLS

    • Please note that pursuant to a government contract, this position requires U.S. Citizenship status.
    • Must possess or be able to obtain/maintain a SECRET Security Clearance;
    • Associates degree or three years of increasingly responsible administrative experience may be substituted for education;
    • Must be organized and have excellent oral and written communication skills;
    • Ability to handle multiple tasks simultaneously;
    • Knowledge of office policies, practices and procedures;
    • Must demonstrate thorough knowledge of Microsoft applications (MS Word, PowerPoint);
    • Experience working with databases is a plus;
    • Ability to work independently.
