    Salary (Grade): $19.81 (G17-1)

    Status: Reg. Full-Time (Non-Exempt)

    Location:Environmental Protection Department, Winnebago NE. 68071

    Job Purpose & Position Overview

    This position is responsible for coordinating and implementing the work activities as described in the Tribal Response Brownfields Program and will also be expected to provide direct assistance to the Environmental Protection Department in the implementation of various types of environmental protection work activities.

    Specific Job Duties/Responsibilities:

    Demonstrates the Winnebago Tribe’s core mission, vision, and values.

    Provide technical and scientific support to the Winnebago Environmental Protection Department.

    Manage and coordinate Brownfields activities, proposals, and community outreach.

    Identify and prioritize sites for Environmental assessments and remediation.

    Prepare bid documents for Brownfields support.

    Assist with site sampling.

    Work with the Tribal Contractor on deliverables to the EPA.

    Maintain Public Record Documents.

    Implementation of the CERCLA 128a program grant and work plan activities;

    Research, develop and write quality assurance project plans;

    Prepare and submit monthly, quarterly and final project reports;

    Prepare and submit new grant proposals for the continuation of the Tribe’s Brownfields Program.

    Establish and maintain communications with Tribal, federal, state and local governments and agencies;

    Attend regional meetings, national meetings, trainings and workshops to gain required certifications, knowledge and networking. This will require overnight travel which may be lengthy.

    Required Qualifications/Skills:

    Bachelor’s Degree in Science in a related field OR an associate degree PLUS 2 years related experience or equivalent combination of education and experience.

    Must have excellent verbal and written communication; ability to write technical reports, training and marketing materials.

    Must be able to work and accomplish work plan activities in an independent and timely manner with minimal supervision;

    Will be required to travel extensively for training, conferences, and workshops.

    Must be proficient with Microsoft Office with emphasis in Word, Excel and PowerPoint.

    Must be able to pass drug screen and background checks.

    Must have a valid Driver’s license and be insurable under the Winnebago Tribe’s insurance.

    Grants experience and proposal development a plus.

    Knowledgeable in the area of EPA Brownfields a plus.

    Experience with developing and following Standard Operating Procedures and Quality Assurance Project Plans a plus.

    Physical Requirements:

    Heavy office work, but must be able to occasionally lift up to 50lbs.

    Regularly required to walk, stand, and sit for extended periods of time and use hands to operate computer keyboard, phone, and various office equipment.

    While performing daily duties, the employee is regularly required to talk and hear.

    Ability to work outside in weather extremes when relevant.

    Must have the ability to travel via car or plane.

    Language Requirements:

    Must possess the ability to read, write, and speak the English language fluently.

    Must be able to continually and effectively employ professional verbal and written communications skills.

    Certificates, Licenses & registrations:

    All applicants will comply with 45 CFR 1301, Subpart D, Section 1301.31, C and D, which require all prospective employees to sign a declaration prior to employment regarding all arrests and convictions of child abuse or violent felonies and to comply with PL 101-630 and PL 101-637 regarding criminal records check.
