DOMESTIC VIOLENCE DIRECTOR
Reports To: Behavioral Health Director
Salary/Wage: $20.00 to $25.00 per hour
Status: Regular, Full-time (Exempt)
Location: 12 Clans Unity Hospital, Winnebago Comprehensive Health Care System, Winnebago, NE 68071
Job Purpose & Position Overview
The director of this program is to develop and lead the staff to assist in alleviating the detrimental effects of domestic violence on victims. This will involve providing supervision to the advocates, aides, and volunteers of the Domestic Violence Intervention and Family Preservation Program. The director will be able to conduct themselves in a professional manner in working with victims, other Tribes, Tribal Programs, State and federal agencies. Administration of State and Federal contracts and other grants, including but limited to implemented programs, report writing to contractors, and grantors, resource development, community outreach and education, and staff development.
Specific Job Duties/Responsibilities:
Demonstrates the Winnebago Tribe’s core mission, vision, and values
Grant writing, administration and implementation. Assurance that goals and objective are carried out in a timely manner.
Supervises program advocates, aides and volunteers.
Manages: Budgetary responsibilities to include preparation and maintenance in order to be fiscally responsible.
Monthly and annual reports
Participation on Tribal Council-appointed committees
Updates the program policies and procedures as needed to continue to provide the highest level of services for victims of domestic violence and their families.
Prepare articles for WIN and any Health newsletter.
Facilitate trainings for the community, agencies, and other groups on topics such as domestic violence, bullying, dating violence, and healthy relationships
Use data collection systems as required by funding sources.
Acts as a liaison to funding agents, and to State and Federal personnel including attendance at coalition meetings.
Write narratives and compile documentation to submit reports as required by funding sources on time.
Provide intervention and preventions services to DV Victims, batterers and the community.
Provides education to the community and other agencies through presentations, in-service trainings, program orientation, networking, and team building through appropriate curriculum development. This will include planning and promoting activities that promote healing for the family.
Devise, implement, and maintain a public awareness campaign against domestic violence.
Provide case management services to clients and be available in the event of a crisis situation.
Provide advocacy by assisting with obtaining protection orders and coordinating resources to ensure client safety.
Collaborate with other Tribal programs and other culturally sensitive professionals for crisis counseling and other services as needed.
Present oral and written testimony to courts in domestic abuse cases, and supervise other staff for the same purpose.
Maintain current and accurate case files according to funding requirements and that document services received. This will include intakes, safety planning, and case planning to empower victims and their family to be self-sufficient.
Prepare yearly training plans for each staff member.
Develop and maintain 24 hour on call protocol for law enforcement, medical personnel and victims. This service is to include assessment of crisis situations in order to involve the appropriate services.
Maintain confidentiality of clients in accordance with mandatory reporting requirements.
Maintain ethical treatment of clients.

Required Qualifications/Skills:
(A) Bachelor’s Degree in social work/behavioral sciences or similar area of study from an accredited institution with a minimum of 2 years of experience in case coordination and 2 years of experience in administration or (B) An Associate’s Degree in the behavioral sciences with 5 years of demonstrated experience in the area of case work and administration.
Must have working knowledge of applicable laws, regulations, statues, policies and procedures pertaining to domestic violence across all jurisdictions.
Must possess skill and ability to make decisions that are in line with Tribal policies and procedures, Program policies and procedures and funding source requirements that are in the best interest of the program and the clients being served.
Must possess excellent verbal and written communication skills, organizational skills, and be competent with a computer and software programs such as Microsoft Excel and Publisher.
Ability to write successful proposal a plus.
Be able to write and maintain budgets.
Experience in teaching, curriculum development, and/or group facilitation a plus.
Must pass federal background check (no child abuse/elder abuse charges).
Must have a valid driver’s license and meet driver eligibility requirements.
Must be able to pass a drug test in accordance with Tribal Policy and comply with Tribal policy on substance free workplace.

Physical Requirements:
While performing daily duties, the employee is regularly required to talk and hear.
Normal to light office work which includes the ability to lift up to 10 lbs.
Regularly required to walk, stand, and sit for extended periods of time and use hands to operate computer keyboard, phone, and various office equipment.

All applicants will comply with 45 CFR 1301, Subpart D, Section 1301.31, C and D, which require all prospective employees to sign a declaration prior to employment regarding all arrests and convictions of child abuse or violent felonies and to comply with PL 101-630 and PL 101-637 regarding criminal records check.
