    Job Purpose & Position Overview:

    This position will assist in the leading of Physical Resource Programs: Facilities (building and grounds maintenance and upkeep), Wildlife and Parks, Environmental Protection, Transportation and Vehicle Maintenance and Repair, Housing, Roads, Emergency Management, Cemetery upkeep and Garden Project, Land Management and Construction Management. Responsible for motivating, developing and leading staff performance and results ensuring continuous quality service and maintenance for a safe, clean, and healthy working environment for all. Responsible for ensuring proper adherence to Tribal policies and procedures for purchasing and procurement activities, inventory control, management of vendor relationships while ensuring resourceful expenditures and cost reduction as required. Performs effective planning, reporting and ensures departmental-wide budget performance while meeting all regulatory level of compliance and safety standards. Assist for oversight to all major projects contracted under the department and ensures contract compliance. Will provide guidance from the Physical Resource Director, CEO, Tribal Council and input from tribal members, tribal staff, and residents of the Winnebago Reservation. This position shall work closely with the Physical Resource Director, Chief Executive Officer, Chief Financial Officer, and Tribal Council, as well as Department Directors.

    Specific Job Duties/Responsibilities:

    Demonstrates the Winnebago Tribe’s core mission, vision, and values.

    Provides recommendations regarding departmental goals and objectives, and budget within the context of the Physical Resource Department Annual Operating plan.

    Assists staff in developing their respective program plans and budgets for a comprehensive departmental annual operating plan.

    Demonstrates effective planning and organizational skills by understanding/identifying department values, goals and objectives, setting priorities and developing plans to achieve outcomes, and anticipates obstacles and defining alternative plans.

    Monitor expenses; researches best practices and processes to assist department managers on effective utilization of resources.

    Works with staff to assure that all services and programs are in compliance with federal, state and/or local laws and statures while representing the best interest of the Winnebago Tribe at all times.

    Consistently maintains a professional and positive attitude toward work and others.

    Demonstrates effective written communication through formal and informal documents, letter, reports, presentations and E-mail ensuring confidentiality on sensitive matter.

    Assist department managers or prepares annual budgets and budget modifications during the year.

    Assist in regular communication with all Tribal Departments.

    Maintain on-going professional education to ensure quality and professionalism.

    Assist the Physical Resource Director in meeting the performance goals established by the CEO and the Tribal Council.

    Attend required Tribal and departmental meetings as requested.

    Present to the Tribal Council and/or the CEO regular reports on the progress of the department in the Physical Resource Director’s absence.

    Make recommendations for decisions in matters of significance in coordination with the Physical Resource Director.

    Duties will be cross training within programs/department Administrative support duties

    Required Qualifications/Skills:

    Associate’s Degree in Business, Construction Management, Facilities Engineering, or other related field preferred, 3-5 years on the job experience may be considered in lieu of a formal education.

    2-4 years’ experience in a Physical Resources, Facilities Management, General Services Operations leadership role, preferable within a tribal organization.

    Familiarity with all aspects of grounds, maintenance and facility operations, including mechanical, electrical, and plumbing operations preferable within a tribal organization.

    Leadership experience with a focus on quality, efficiency and customer service.

    Effective communication skills, both written and spoken.

    Ability to exercise good judgement in evaluation situations and making decisions.

    High level of digital literacy. MS Office skills, particularly Excel.

    Must maintain a valid driver’s license and be insurable under the Tribe’s policy.

    Supervisory Responsibilities:

    Will supervise Physical Resource staff in the absence of Physical Resource Director

    Training Requirements:

    Must be willing to attend meetings and trainings as requested.

    Physical Requirements:

    Normal to light office work which includes the ability to lift up to 10 lbs.

    Regularly required to walk, stand, and sit for extended periods of time and use hands to operate computer keyboard, phone, and various office equipment.

    While performing daily duties, the employee is regularly required to talk and listen.

    Mental Requirements:

    Reading, writing, calculating

    Above average social interaction skills

    Reasoning/Analysis

    Ability to work as part of a team and/or with minimal to no supervision.

    Language Requirements:

    Must possess the ability to read, write, and speak the English language fluently.

    Must be able to continually and effectively employ professional verbal and written communications skills.
