    Job Purpose & Position Overview

    Responsible and accountable as the Juvenile Probation Officer/Intervention Specialist of the Winnebago Tribal Court. The Juvenile Probation Officer/Intervention Specialist supervises a caseload of juvenile offenders, including first time offenders participating in formal diversion program, a specialized caseload of individuals who have treatment needs requiring intensive attention and supervision. Working closely with law enforcement, social services, schools, and parents to help juveniles become successful. Monitor and track all court ordered probationers and process all related paperwork in a proficient manner. Report all duplicated and unduplicated progress, violations, and completions of probation. Conduct pre-sentence investigations as ordered.

    Specific Job Duties/Responsibilities:

    Demonstrate the Winnebago Tribe’s core mission, vision, and values.

    Investigates and monitors the youth’s performance of their requirements of probation and diversion.

    Verifies residence, employment and other personal information or social history of juveniles.

    Conducts unannounced investigations to ensure the youth is complying with all terms of probation including attendance at school and remaining drug and alcohol free.

    Assesses client needs and potential. Identifies community resources available to meet the probationer’s need through preparation and implementation of a case plan.

    Monitors probationer’s activities to ensure compliance with rules and conditions of their court ordered probation or case plan, including restitution, community service and randomly spot checking juveniles for drugs and alcohol through the use of chemical testing of breath and urine.

    Provides regular reports to the tribal prosecutor as to the status of youth on probation, recommendations as to when a revocation of probationary status is appropriate and assistance in preparing the necessary court documents.

    Attends all court hearings regarding probationary status, including offering evidence to the court regarding an individual youth’s performance.

    Facilitates with youth in the criminal justice system the obtaining of needed services such as educational assistance, securing employment, attendance at alcohol treatment and/or mental health counseling and other community services utilized in their probation.

    Monitors juvenile’s attendance, progress and demeanor in school or related educational needs; and coordinates probation terms and conditions with school officials and assists with any special education needs.

    Provides culturally relevant alternatives and options for the rehabilitation of the youth within the criminal justice system.

    Maintains case files on a computer and a data base with records for all juveniles.

    Provides monthly, quarterly, and annual reports as required.

    Meets and shares information with the Child and Family Services caseworker

    Works closely with the Child and Family Services (CFS), Child Protective Services (CPS), Winnebago Police Department and surrounding police departments, Truancy Officer, School Resource Officer, Winnebago Public School and other surrounding schools, Mental Health programs, Juvenile Detention Facilities, and more.

    Required Qualifications/Skills:

    Minimum of a two-year degree required; bachelor’s degree preferred in criminal justice, psychology, or a related field.

    Must have a minimum of 1-2 years’ experience working with youth.

    An internship in a probation office or correctional facility is acceptable and useful.

    Must complete a knowledge-based training program and physical training offered by the state and/or federal government and pass the certification process.

    Must have some level of understanding of juvenile justice and court language.

    College level courses in criminology, psychology, behavioral science, or related social sciences; or a closely related field or any equivalent combination of training will be considered.

    Knowledge in working with Native American youth.

    Knowledge of the Winnebago Tribal Criminal Code, Winnebago Title 4 Tribal Code, and/or other applicable laws and regulations.

    Knowledge of community correction practices and casework philosophy, methods and practices

    Knowledge of resource agencies, judicial and law enforcement agencies concerning juveniles.

    Knowledge of interviewing techniques of juveniles.

    Computer skills to maintain and generate reports, statistics and juvenile case records.

    Ability to deal with difficult clients in professional and relaxed manner.

    Ability to work independently and/or cooperatively with clients, court staff and other agency personnel concerning juveniles.

    Ability to deal firmly and effectively with clients and others.

    Ability to tactfully and effectively communicate, both orally and in written form.

    Ability to plan and organize work.

    Must follow the Code of Ethics established for the Winnebago Tribal Court Personnel.

    Must have a Valid Driver’s License and be insurable under the Winnebago Tribe. .

    Must be able to be on-call during weekends, holidays, etc.

    Other related work duties.

    Training Requirements:

    Must complete a training program offered by the state and/or federal government and pass the certification process.

    Physical Requirements:

    Normal to light office work which includes the ability to lift up to 10 lbs.

    Regularly required to walk, stand, and sit for extended periods of time and use hands to operate computer keyboard, phone, and various office equipment.

    While performing daily duties, the employee is regularly required to talk and hear.

    Must complete a physical training program and course.

    Language Requirements:

    Must possess the ability to read, write, and speak the English language fluently.

    Must be able to continually and effectively employ professional verbal and written communications skills.

    Certificates, Licenses & registrations:
