Grants and Contracts Specialist

Job Purpose & Position Overview:
This position is under the direct supervision of the Chief Financial Officer and in collaboration with the Chief Executive Officer and the Tribal Council. The Grant and Contract Specialist acts as a liaison between grantor agencies, tribal management, program directors, and department heads. The Grant and Contract Specialist shall be responsible for monitoring and ensuring grant/contract compliance and performance. Also coordinating modifications, extensions, renewals and closeout procedures ensuring that available funding resources are properly managed, utilized, and reported. Provide assistance to tribal departments for tribal needs, coordinating signatures and maintaining independent contracts. Will also perform special projects and schedule periodic reviews of programs.
Specific Job Duties/Responsibilities:
Demonstrates the Winnebago Tribe’s core mission, vision, and values.
Serve as liaison between federal government, awarding officials, Winnebago Tribal Administration and program managers.
Maintain the master file for each grant, 638 contract and State contract administered by the tribe including award documents, modifications, programmatic and financial reports and all correspondence relevant to the award.
Assist Program Managers with submission of extension requests to fundingagencies if program activities are not meeting projected timelines.
Assist Program managers with the process of requesting budget modifications to funding agencies, including submission of requests through agency grant portals.
Review and submit notifications to funding agencies regarding changes in Tribal Organization Points of Contact (POC) including revisions to grant managers, AOR, and Financial points of contact.
Assist grant directors with the submission of monthly/quarterly/annual reports.
Initiate new award set up process with Finance office for award fund number assignment.
Assist Finance Office in maintaining a listing of all grants awarded to the Winnebago Tribe including fund number, agreement number, award title, CFDA and term of grant.
Assist with Winnebago Tribes annual audit and submit copies of audit to funding agencies upon completion.
Assist programs with site visits by funding agencies
Assist the Planning department and program managers with the process of submitting grant applications for new awards and the submission of renewals for existing contracts/grants.
Review and refer outgoing grants/contacts correspondence to tribal management.
Conduct quarterly reviews of grant files. Work with program managers to ensure special conditions are met.
Review and prepare documents for signature in accordance with the Tribes signature process policy. Documents include but are not limited to grant award documents, grant amendments/modifications, 638 contract agreements, MOU’s and independent contractor agreements
Maintain files and database for all contracts with the Winnebago Tribe of Nebraska including service contracts, construction contracts and independent contractor agreements.
Coordinate the annual renewal of Tribe’s SAM registration.
Serve as coordinator for the Winnebago Tribe’s 638 Master Contract. Coordinate the submission of the Tribes annual re-contracting requests with the Bureau of Indian Affairs, and submission of annual and quarterly reports.
Maintain Tribe’s grant portal access including listing of all login’s and passwords
Coordinate the signing of and maintain a copy of all independent contracts within the Tribe.

Required Qualifications/Skills:
Skills:
Demonstrate effective communication, decision-making, leadership, management, critical thinking, analytical, research, information and computer literacy, strategic planning, problem solving and time management skills are required.
Knowledge:
Knowledge and understanding of fiscal management including analysis, budgeting, forecasting, and identification of cost centers.
Knowledge of the Self-Determination and Education Assistance Act (93-638 as amended), single audit Act (as amended) is required.
Knowledge of the Code of Federal Regulations and Office of Management and Budget (OMB) circulars applicable to Tribal Governments is required.
Knowledge of commercial and government contracting is preferred.
Knowledge of grant management best practices is preferred.
Knowledge of relevant tribal, stat, and federal law is preferred.
Working knowledge of fund accounting software preferred.
Abilities:
Ability to communicate clearly and persuasively
Ability to problem-solve identified issues within the organization. Must be able to recognize shortcomings and effectively carry out solutions.
Ability to manage projects from the conceptual stage through completion.
Ability to operate computers and office management software is required.
Ability to manage complex tasks and meet timely deadlines with minimal supervision is required.
Minimum Qualifications:
BA/BS Degree-Accounting or Business Administration preferred or verifiable equivalent experience with federal and state grants administration (A minimum of 3 to 6 years’ relevant work experience may be considered.)
Familiarity of fund accounting required. Knowledge of federal, state, and local funding and grant requirements as well as familiarity with community resources preferred.
Proficient computer skills are required.
Requires independence and use of initiative and judgement as applies to accounting, business law, and management concepts.
Must have a valid driver’s license and be insurable under the tribe’s eligibility guidelines.
Supervisory Responsibilities:
Responsible for oversight of direct reports subject to change as directed by CFO.

Physical Requirements:
Normal to light office work which includes the ability to lift up to 10 lbs.
Regularly required to walk, stand, and sit for extended periods of time and use hands to operate computer keyboard, phone, and various office equipment.
While performing daily duties, the employee is regularly required to talk and listen.
