    Job Purpose & Position Overview

    Under the supervision of the Preserving Native Families (PNF) Program Manager, this position will oversee the license of the child care program, daily operations of a childcare facility and also work with the FDA food program. This position will also be in charge of recruitment and licensing of childcare providers. This position will work closely with Human Services staff, licensed providers, and State of Nebraska and Iowa. This position is responsible for documentation, data entry and processing payments. This position will help assist in the development of a tribally specific licensing program that meets tribal, state and federal guidelines. Responsible for the child count that is required by CCDF regulations. Responsible for the development and implementation of training for childcare providers.

    Specific Job Duties/Responsibilities:

    Demonstrates the Winnebago Tribe’s core mission, vision, and values.

    Oversee the child care facility day to day operations, which includes providing care for eligible children.

    Processing applications and determining eligibility for child care services

    Maintain supplies, meet reporting deadlines, issue verbal and written communications on behalf of the center, participate in conference calls, training sessions, and webinars

    Recruit and assist persons interested in becoming providers through State of Nebraska

    Understand and explain requirements, licensing protocols, and agency standards, policies, and procedures to providers. Inform and educate individuals on licensure requirements and the components of quality services for children including cultural competencies.

    Recruit and maintain a list of providers

    Complete home visits and health and safety checks.

    Provides guidance to providers working to obtain licensure through contracts, referrals, and/or assistance. Required to visit providers once each year to assess their needs and provide feedback or assistance.

    Identify, facilitate referrals, and develop training for providers.

    Assist in development of tribal licensing standards.

    Understand all assistance available in the service area, maintain applications and eligibility information, and development and maintain relationships with program staff.

    Work with clients to secure childcare for them to maintain compliance with their case plans or court ordered requirements.

    Understand and implement program assistance in accordance with the approved plan, policies, procedures, and regulatory guidelines. Process applications and payment accordingly.

    Responsible for documentation, records maintenance, and data entry to ensure the accurate and timely processing of payments.

    Conduct child count for the service area as required by CCDF regulations

    Prepare and submit monthly reports that are required

    Develop and maintain a supportive and informative relationships with families, service providers and stakeholders to encourage participation in the Tribe’s programming with an emphasis on provision of culturally competent services.

    Required Qualifications/Skills:

    Bachelor’s Degree or four years of accredited college course work with two years of experience in child care, community work related to children and youth, or other areas involving contact and interaction with youth or families OR an equivalent combination of education and experience, substituting the equivalent of one year of full-time professional work experience for each year of the required education.

    Preferred candidate meets Nebraska Early Childhood certificate requirements or is able to obtain in the Nebraska Early Childhood guidelines within 12 months of hire.

    Knowledge of state of Nebraska Licensing Standards and Iowa Licensing Standards is highly desirable and a willingness to learn is required.

    Knowledge of the Childcare Development Fund is highly desirable and willingness to learn is required.

    Knowledge of State of Nebraska and State of Iowa’s assistance program is highly desirable and a willingness to learn is required.

    Experience in Microsoft Word, PowerPoint, and Excel required.

    Must have excellent interpersonal, communications, and organizations skills.

    Must have excellent presentation and facilitation skills.

    Must be timely, dependable, courteous, and maintain a business-like appearance.

    Knowledge of federal laws and regulations concerning confidentiality, release of client information and social service delivery.

    Knowledge of Winnebago culture and traditions is highly desirable and a willingness to learn is required.

    Must possess a valid driver’s license, maintain a valid insurance, and be insurable under the Tribe’s insurance policy.

    Must be of good moral character.

    Will be required to pass the following but not limited to: National, In-State and Inter/Outer State background checks and submit to pre-employment drug testing.

    Training Requirements:

    Nebraska Early Childhood certificate requirements or is able to obtain in the Nebraska Early Childhood guidelines within 12 months of hire.

    Physical Requirements:

    Normal to light office work which includes the ability to lift up to 10 lbs.

    Regularly required to walk, stand, and sit for extended periods of time and use hands to operate computer keyboard, phone, and various office equipment.

    While performing daily duties, the employee is regularly required to talk and hear.

    Language Requirements:

    Must possess the ability to read, write, and speak the English language fluently.

    Certificates, Licenses & registrations:

    All applicants will comply with 45 CFR 1301, Subpart D, Section 1301.31, C and D, which require all prospective employees to sign a declaration prior to employment regarding all arrests and convictions of child abuse or violent felonies and to comply with PL 101-630 and PL 101-637 regarding criminal records check.
