WORLD VISION IS HIRING A POLICY ADVISOR ON OUR ADVOCACY TEAM TO WORK ON FOOD SECURITY, LIVELIHOODS, AND WASH POLICY AND LEGISLATION.

01 AT A GLANCE 

ROLE:  Policy Advisor (Food Security, Livelihoods, and WASH)

LOCATION: Washington, D.C. USA

REPORTS TO: Director of Government Relations

REQUIRED EXPERIENCE: Bachelor's degree or equivalent (eight years) work experience. Requires work experience with policy and advocacy issues and interaction with the executive and legislative branches of the U.S. government; 3-5 years.  Must have work experience producing briefing papers, congressional testimony, letters and various media materials. Must have a mature faith demonstrated by a personal commitment to Jesus Christ and service to others.

WORK AUTHORIZATION: Must be authorized to work in the USA for any employer.

TRAVEL: Up to 10% of time both in development and fragile contexts.

02 THE JOB: We are looking for our next Policy Advisor who will lead advocacy efforts focused on Food Security, Livelihoods, and WASH. In this role, you will:

• Promote justice for the world's poor and oppressed people through advocacy among governments, global institutions, World Vision U.S. (WVUS) donors and the general public.
• Serve as department's primary advisor and resource on assigned topic areas.
• Help carry out our Christian organization's mission and strategy. Candidates must be in agreement with and help to enhance World Vision’s Mission, Vision, and Values. Prior to applying, candidates should read World Vision’s Statement of Christian faith.
• Personify the ministry of World Vision by witnessing to Christ and ministering to others through life, deed, word and sign.

03 YOU’LL BRING THESE SKILLS: 

• Serve as advocacy and government relations focal point on food security programs/policy (including Food for Peace, Feed the Future, McGovern Dole, and the World Food Program) and water, sanitation, and hygiene (WASH) with Congress, the Administration, U.N. agencies and external coalitions. Be knowledgeable about World Vision food security and livelihoods and WASH programs in both development and humanitarian contexts.  Develop/promote policy positions for the organization on food security issues, including impacts of climate on food security.
• Coordinate with country offices, World Vision International, program management staff and food security and livelihoods/WASH program senior leadership around policy messaging, operational challenges, and pre-positioning for public and private funding opportunities.
• Identify legislation, support letters, and policy priorities for the organization on food security and livelihoods/WASH issues and manage them through the internal approval processes.
• Participate in relevant external working groups and roundtables, including at InterAction.
• Position World Vision as a food security/WASH policy and programming thought leader by developing events, briefings, and policy papers. Identify and preposition for opportunities to testify before Congress and support the external engagement of senior leadership of the organization with Congress and the Administration.
• Support efforts for advocacy mobilization of World Vision supporters and donors, including writing legislative summaries, blogs and talking points. Provide legislation and policy information to the Advocacy Mobilization team and collaborate around opportunities for advocate engagement. 
• Serve as a spokesperson, as appropriate, with media outlets in coordination with the public engagement team. In collaboration with the media team, write press statements and press releases on relevant policy issues. 
• Support the development of country advocacy strategies, where appropriate, to support a humanitarian response or national level policy outcome related to food security/WASH. Deployment and secondment opportunities overseas may be available, although not required.
• Work in collaboration with the Senior Policy Advisor for Humanitarian Emergencies to provide country-level advocacy support for humanitarian responses, particularly those with a focus on emergency food security/WASH programming. This will include participation in internal World Vision Advocacy Response Groups and in country working groups at InterAction.

04 EDUCATION AND EXPERIENCE: Bachelor's degree or equivalent (eight years) work experience.  Master's degree a plus. In addition to education or educational equivalent, requires work experience with policy and advocacy issues and interaction with the executive and legislative branches of the U.S. government; 3-5 years.  Must have work experience producing briefing papers, congressional testimony, letters and various media materials.  Must be able to communicate effectively with external audiences, including the news media.  Must have a mature faith demonstrated by a personal commitment to Jesus Christ and service to others.

05 ADDITIONAL SKILLS WE ARE INTERESTED IN: 

• Experience working in coalitions with diverse partners
• Experience initiating work across portfolios and departments within an organization: breaking silos, consolidating conversations/initiatives
• Strong reading comprehension and writing skills
• Ability to break down complicated information and communicate effectively with different audiences, both orally and in writing
• Government experience with Department of State, USAID, and/or Congress preferred
• Understanding of U.S. Government Food Security/WASH programming
• Ability to work both collaboratively and to independently initiate work based on organizational priorities
• Experience with external engagement
