    World Vision is hiring a TECHNICAL DIRECTOR – DATA AND KNOWLEDGE MANAGEMENT to serve on the Program Quality and Impact Division of the International Programs Group.

    AT A GLANCE

    REQUIRED EXPERIENCE: Bachelor's degree in related field required. Master's degree preferred. In addition to education, requires a minimum of five years of experience in a specified sector to include assessment, evaluation and project design. Experience as a chief of party or senior expert advisor required. Proven ability to manage technical assistance teams. Requires knowledge of and familiarity with US Government international assistance program requirements, preferably Gavi and/or other bilateral funding agencies. Requires experience managing sub-grants and contracts under grants for complex projects.

    WORK AUTHORIZATION: Must be authorized to work in the U.S.A. for any employer.

    TRAVEL: Up to 25% of the time, both in development and fragile contexts.

    SALARY RANGE: $95,000 - $156,000. Applies to locations with a market similar to our U.S. HQ in the Greater Seattle area. A different range may apply based on your work location. Please note the typical hiring range is $100,000 - $125,000 a year. Job offers within the range are based on relevant job qualifications and pay equity. This range applies to many major U.S. cities.     THE JOB:

    The Technical Director – Data and Knowledge Management reports to the Chief of Party, and works closely with the MEL Director, Technical staff, Partners, and countries implementing Gavi funded immunization programs to ensure high quality assessments, monitoring and evaluation, and research and learning are accomplished through the program. The Technical Director – Data and Knowledge Management is responsible for the program’s data analysis and collection strategy and implementation and will provide technical of MEL activities to ensure quality, timeliness, and efficiency in R4S countries. S/he will oversee the program’s data and knowledge management capacity building interactions with all partners including implementing country program Teams, contractors, and subcontractors.

    KEY RESPONSIBILITIES:

    TECHNICAL EXPERTISE AND LEADERSHIP:

    • Develop, manage, and implement a data and knowledge management system for the R4S MEL plan across all project components that leverages qualitative and quantitative methods, and draws from a variety of data sources to measure progress and evaluate R4S outcomes, as well as support collaboration, operational research, learning, and adaptation
    • Develop a country specific data-to action plan and provide training and assistance on interpretation and use of R4S performance benchmarking measures, indicators data, and reports
    • Work with the R4S MEL Director and other technical staff to provide technical guidance with periodic data reports and compilation of narrative reports and submit to technical teams, partners, and the donor
    • In consultation with the MEL Director, develop and ensure tools and procedures for collection and reporting of R4S project performance data to provide quality, timely program data. Regularly review data collection processes, perform data quality assessments, and adjust plans as needed
    • Develop a data and knowledge management plan that aligns with World Vision Design, Monitoring, Evaluation and Learning (DMERL) policies, systems, and practices, to measure and report on the RAISE 4 Sahel Program achievements and impact across the key thematic objectives and implementing countries
    • Work with Gavi, implementing partners and RAISE 4 Sahel MEL team to implement the MEL framework including establishing data management processes, learning systems and dissemination of results to internal and external stakeholders
    • Lead the application of learning from R4S activities to inform program adaptive management, for innovative and effective programming
    • Work with RAISE 4 Sahel country focal points to develop and conduct standardized portfolio and country analyses and generate insights and help translate advanced analytics conducted by the MEL team to inform R4S programming
    • Ensure that RAISE 4 Sahel Program data collection and knowledge management processes, practices and products comply with the program and donor agreements and, in particularly, ensure that the agreements are operationalized as appropriate

    CAPACITY BUILDING

    • Lead capacity-building in Data collection, management, and analysis with RAISE 4 Sahel country focal points and country teams including skills gap assessments and implement training and/or other competency strengthening strategies as needed

     COORDINATION AND COLLABORATION:

    • Ensure clear partnering agreements, policies and processes are in place to assess and support partners to comply to MEL reporting needs of the program, and World Vision’s DMERL standards
    • Proactively collaborate with peer agencies, and organizations implementing similar programs, and stay up to date of latest public health data analysis (esp. immunization) MEL trends and guidance to the benefit of the program
    • Collaborate with RAISE 4 Sahel country MEL staff to provide significant inputs from the program monitoring and evaluation processes and products into the global/program level knowledge management, learning and adaptation processes

     INNOVATION:

    • Lead the identification and design of innovative practices to improve organizational efficiency and effectiveness in in data and knowledge management including measurement and reporting for Zero dose children and implementing country health service information systems
    • Stay up to date of latest DME trends and guidance particularly on immunization
    • Network with other organizations through working groups, panel discussions, brown bag events, etc. and share with World Vision, and field staff via working groups, brown bag, and other learning events

    YOU BRING THESE SKILLS:

    Experience in the design, implementation, and measurement of performance of international health projects. Public health professionals with extensive leadership experience working within public health systems, specifically in developing program data collection, analysis management and knowledge sharing; monitoring, evaluation and learning systems; immunization surveillance in resource poor settings; vaccination and supporting health system strengthening initiatives; and capacity building for field staff is preferred. 

    EDUCATION AND EXPERIENCE: 

    Bachelor's degree preferably in public health, economics, or related field required. Master's degree preferred. In addition to education, requires a minimum of five years of experience in a specified sector to include assessment, evaluation and project design. Experience as a chief of party or senior expert advisor required. Proven ability to manage technical assistance teams. Requires knowledge of and familiarity with US Government international assistance program requirements, preferably Gavi and/or other bilateral funding agencies. Requires experience managing sub-grants and contracts under grants for complex projects.  

    ADDITIONAL SKILLS WE ARE INTERESTED IN:

    Experience in humanitarian contexts and experience in immunizations, primary health care service delivery, vaccine supply chain management, demand creation, and community mobilization/engagement strongly preferred. French language skills strongly desired.

    SALARY RANGE & BENEFITS: 

    • The full range for this position is $95,000 - $156,000. This applies to locations with a market similar to our U.S. HQ in the Greater Seattle area. A different range may apply based on your work location.
