    World Vision USA is hiring a SENIOR SAFEGUARDING ADVISOR to serve our International Programs Group (IPG) at World Vision USA.

     

     

    01 AT A GLANCE 

    ROLE: Senior Safeguarding Advisor

    LOCATION:  Remote work possible in 30+ states

    REPORTS TO: Senior Vice President of International Programs

    REQUIRED EXPERIENCE: Bachelor’s degree in law, social work, development or related field or equivalent professional work experience (eight years). In addition to education or education equivalent, requires a minimum of five to seven years of relevant work experience. Experience must include a minimum of two years of direct programming experience in child protection, prevention of sexual exploitation and abuse (PSEA), gender-based violence (GBV) or safeguarding. Requires strong relationship building/network capacity, excellent communication skills, spiritual maturity in Christian faith, ability to influence, to innovate, and to be proactive.

    WORK AUTHORIZATION: Must be authorized to work in the U.S.A. for any employer.

    TRAVEL: Up to 25% of time both in development and fragile contexts.

     

    02 THE JOB:

    World Vision is looking for a SENIOR SAFEGUARDING ADVISOR to serve and lead World Vision USA’s safeguarding efforts. This role will implement the WVUS Child Protection and Adult Beneficiary Safeguarding Policy. The incumbent will represent World Vision’s safeguarding work to external groups engaged in addressing effective safeguarding in the INGO sector. This role will advise senior leadership on opportunities, resources needed, training and progress of the work. The Senior Safeguarding Advisor will participate in the World Vision Partnership safeguarding Communities of Practice and learning and will provide advice on programme/project designs on matters related to safeguarding. He or She will help carry out our Christian organization’s mission, vision, and strategies and will personify World Vision’s values by ministering to others through life, deed, word and sign.

     

    03 YOUR RESPONSIBILITIES WILL INCLUDE:

    Keep Christ central in individual and corporate life. Actively participate in and contribute to the spiritual disciplines of the organization (Christian conduct, devotions, chapel, prayer, worship); incorporate WV Core Values into decisions within scope of role.   Strategic Leadership in Safeguarding:

    • Actively build a culture of safeguarding, where staff are informed and empowered to discuss key issues, report, and take action on safeguarding violations, making World Vision a safe place for all.
    • Lead thinking on safeguarding risks and protection issues across international and domestic programming, including appropriate prevention, programming, and response methodology.
    • Ensure safeguarding is properly resourced across the office and programs; advocate to Senior Leadership Team for appropriate resources and actions as needed.
    • Understand and speak to safeguarding compliance gaps, incident trends, and emerging risks.
    • Influence, network and collaborate with WVUS staff engaged government bodies, NGOs, and other relevant safeguarding peers or networks.
    • Participate in WVI global safeguarding community of practice and learning.
    • Advise programme/project designs, including grants, on matters related to safeguarding.

    WVUS Child Protection and Adult Beneficiary Safeguarding Policy Implementation:

    • Develop and update as needed a contextualised Child Protection and Adult Beneficiary Safeguarding Policy that meets or exceeds the WVI Child and Adult Safeguarding Policy, which is culturally sensitive and legally sound.
    •  Develop and coordinate training for all staff and affiliates in the WVUS Child Protection and Adult Beneficiary Safeguarding Policy , including the obligation for all WV staff to immediately report known or suspected child/adult beneficiary Safeguarding violations.
    • Guide development of safeguarding incident preparedness plans (SIPP), including referral plans for child and adult victims of sexual and other abuse, and plan to report incidents to local police and other duty bearers or regulators. Complete the full SIPP related to WVUS domestic programming.
    • Advise HR, Communications/ Marketing, Sponsorship, and International Programming colleagues (among others) on their safeguarding responsibilities in alignment with the Child Protection and Adult Beneficiary Safeguarding Policy (ie. Criminal background checks, visitor preparations, prevention of harm in communications, safeguarding minimum requirements for affiliates, reviewing sponsorship correspondence, etc.).
    • Confirm WVUS has a keen focus on ensuring marketing and sponsor/donor relations, especially visitor, communications, social media and digital technology standards are child- and beneficiary-safe.
    • Complete the annual safeguarding self-assessment (i.e. Safeguarding Update Report) which measures the quality of WVUS’ safeguarding system, including gaps in adhering to WVUS’ Child Protection and Adult Beneficiary Safeguarding Policy.
    • Lead the working group to develop a Safeguarding Action Plan based on results and feedback from the Safeguarding Update Report process, to continually improve WVUS’ safeguarding system; hold staff accountable to completing the Action Plan with regular check-in’s during the year.

      Safeguarding Capacity Building and Awareness Raising:

    • Lead, develop, and coordinate a safeguarding capacity building strategy for WVUS staff and affiliates.
    • Develop and coordinate training for all staff, interns, volunteers, and board members on the Child Protection and Adult Beneficiary Safeguarding Policy (if partners are using WV’s safeguarding policy, they need to receive this training as well). 
    • Ensure WVUS is conducting safeguarding orientation that reflects the WVUS Child Protection and Adult Beneficiary Safeguarding Policy with all new staff, interns, volunteers, and board members upon recruitment.
    • Equip and ensure HR, Communications/ Marketing, Sponsorship, have in-depth safeguarding training/courses/coaching that targets their specific safeguarding responsibilities.
    • Ensure with HR that all WVUS staff are receiving refresher training in safeguarding at least once every two years.
    • Update/develop training for contractors, and visitors on WV’s Safeguarding Behaviour Protocols.
    • Ensure contractors and visitors are aware of, acknowledge in writing and adhere to WV’s Safeguarding Behaviour Protocols where their work or visit involves program recipients especially when including children.
    • Use the Partner Safeguarding Assessment Tool to assess and strengthen a partner’s safeguarding systems where needed.
    • Ensure appropriate WVUS staff are aware of and trained on the WVUS Safeguarding Incident Preparedness Plan.
    • Ensure that accessible complaints and response mechanisms are in all communities where WVUS conducts domestic programming, in line with the Programme Accountability Framework (PAF), which aim to help children and adults report harm, abuse, exploitation or other breaches of Behaviour Protocols by WV staff, volunteers, visitors, consultants or WV affiliates.

      Safeguarding Incident Management:

    • Create (with Senior Leadership Team approval) and lead the Safeguarding Incident Management Team for WVUS.
    • Coordinate agreed incident response actions including safeguarding investigations with support from HR, Security, Communications, Legal, and the WVI Safeguarding Unit (as needed).
    • Provide safeguarding incident updates, reports, and documentation on Ethics Point within deadlines (target
    • Ensure confidentiality of information regarding safeguarding incidents.
    • Promote and ensure implementation of 'survivor-centered' approaches to incident management, seeking support from global colleagues as required.
    • Coordinate care for and support to staff working on complex child protection and safeguarding issues.
    • Manage required reporting of safeguarding incidents to donors, including USAID, and other grant donors. This includes field incidents where the program is supported by WVUS grant funding.

      Perform other duties as assigned.   Maintain awareness of corporate goals, objectives, organizational announcements, and activities. Reference and follow organizational policies and procedures, seeking clarity as needed

    06 ADDITIONAL SKILLS WE ARE INTERESTED IN: 

    • Previous international NGO experience, required.
