    MAJOR FUNCTION: The Human Resource Manager is housed within the Human Resources Office and reports to the Director. This position requires a high degree of confidentiality. The HR Managers position is responsible for the following, but not limited to:

     

    • Plans, develops, interprets and implements employee relations programs for the College. Conducts interviews and investigates employee/supervisor complaints. Works closely with supervisors and managers to develop appropriate corrective action plans, performance improvement plans and disciplinary actions. Counsels employees regarding employee relations and human resource processes and manages the employee grievance process.

    • Develops human resource personnel policies and procedures and ensures compliance with federal and state laws.

    • Manages the day-to-day activity for the College’s Family Medical Leave (FMLA) and Americans with Disabilities (ADA) program. Ensures proper notification to employees requesting FMLA and/or ADA. Reviews medical certification and ensure compliance with federal and state mandates.

    • Manages the College’s unemployment/reemployment compensation claims.

    • Develops and implements training programs related to the College’s personnel policies and procedures. Prepares presentations and other training publications concerning College practices and activities.

    • Manages the College’s performance management program. Ensures timely completion of performance evaluations, corrective action plans and performance improvement plans.

     

     

    MINIMUM TRAINING/EXPERIENCE:  Bachelor’s degree in a related field and three years of responsible human resource administration experience, one year of which must have been at the supervisory level. Experience in human resources may substitute on a year-for-year basis for the required education. Preference will be given to applicants with an extensive background in employee relations, training and/or with advanced computer skills, experience, and knowledge.  

     

    KNOWLEDGE, SKILLS AND ABILITIES: Knowledge of Human Resources principles, practices and procedures.   Knowledge of Equal Employment Opportunity Laws.  Ability to understand and apply applicable rules, regulations, policies and procedures relating to the college. Ability to understand, apply and interpret to employees the applicable rules, regulations, policies, and procedures relating to Human Resources. Ability to analyze and interpret reports.  Ability to formulate management review reports and letters. Ability to operate a PC in accessing, inputting, and retrieving information.  Ability to use the Internet as a reference tool.  Ability to communicate effectively verbally and in writing.  Skilled in using various software such as Word, Excel, Access and PowerPoint.

    • BASIC COMPUTER LITERACY as evidenced by the ability to go online and conduct basic searches on the Internet, check his/her email account, create and send e-mail with an attachment and use simple email features. Can open spreadsheets and word processing documents to read and make simple edits.

    PHYSICAL REQUIREMENTS

    • Standing 65% of the day. Walking 30% of the day.  Sitting 5% of the day.
    • Frequently required to bend, reach and lift.
    • Exerts up to 50 pounds of force occasionally, and/or up to 10 pounds of force frequently.
    • Visual acuity necessary to perform activities such as: preparing and analyzing data and figures; viewing a computer terminal; extensive reading; visually inspect for defects; and perform activities such as operating machines.
    • Regular exposure to cooking hazards such as heat and oil.
