    SUMMARY

    Under limited supervision, responsible for developing and overseeing the implementation of strategic and operational objectives and plans according to best practice, and internal and external requirements. Work is varied and complex, and requires a moderate degree of discretion and independent judgment. Includes accounts receivable, accounts payable, fixed assets,  payroll, membership accounting.

    Your Day-To-Day:

    • Identifies, develops, plans and executes strategies, participating with peers and others to ensure effective integration; oversees the development and implementation of department goals and actions plans.
    • Develops and monitors internal control systems to ensure that fiscal accountability is maintained throughout HPSJ.
    • Directs cash management, investment and retirement plan activities to ensure cash and investment accounts are kept at the optimum levels, and retirement plans are fiscally sound.
    • Oversees the recording and execution of financial transactions in accordance with laws, regulations and HPSJ policies.
    • Oversees the development, implementation and maintenance of the appropriate and required data, records, reports and other documentation, including but not limited to financial statements and associated activities and documents.
    • Manages the preparation for, participation in, and corrective actions plans for external audits; oversees internal financial audits.
    • Leads the development, implementation and maintenance of best practice methodology, including metrics; ensures dissemination and understanding among stakeholders.
    • Anticipates technology needs; oversees development and implementation; collaborates to improve or upgrade current technology solutions; manages vendor performance and relationships.
    • Develops or oversees the development of policies; ensures the development and implementation of appropriate companion procedures, guidelines and other documents; develops and presents reports.
    • Develops and manages department budget.
    • Promotes and maintains, and ensures that direct reports promote and maintain an environment that supports HPSJ’s strategy, vision, mission and values.
    • Hires, develops, supervises and retains, and ensures direct reports hire, develop, supervise and maintain, an adequate and competent staff.

    Required Experience

    What You Bring:

    Required

    • Bachelor’s Degree in Finance or related; and
    • At least seven years experience in all aspects of financial accounting in healthcare, including but not limited to accounts receivable, accounts payable, payroll, fixed assets, financial reports; and
    • At least six years in a management/supervisory capacity in finance; or
    • Equivalent combination of education and experience.

    Preferred

    • Experience in health plan and/or managed care and/or Medi-Cal financial accounting.
    • Experience in commercial health plan financial accounting.

    LICENSES, CERTIFICATIONS:

    Required:

    • Valid California driver license and reliable transportation or, the ability to obtain transportation on demand in the counties served by HPSJ if prohibited from getting a driver license due to a medically documented disability.

    Preferred:
