ACQUISITION ANALYST EDUCATION / EXPERIENCE: (U.S. NAVY EXPERIENCE REQUIRED)
JOURNEYMAN (MID-LEVEL) ACQUISITION: Associates degree plus 10 years professional experience (Navy Preferred) or Bachelor’s (in relevant field) and 5 years professional experience, or post-graduate degree (in relevant field).
ACQUISITION ANALYST DESCRIPTION:
Responsible for one or more acquisition roles that could include but are not limited to the following:
· Acquisition Plan Development
· Total Ownership Cost Reduction Planning
· Business Process Improvement
· Program Compliance and Analysis
· Procurement Support
· Cost Management
· Program Baseline and Scheduling
· Acquisition Documents and other Acquisition Activities or Related Briefing Material.
May be responsible for leading less experienced personnel, basic task areas, or managing program resources.
We are looking for candidates that have demonstrable experience in one or more of the following areas:
· Understanding of strategic landscape and the full suite of USN systems and sensors
· Strategic planning of combat system development and coordinating across all Warfare Areas and IWS program offices. Knowledge of Simventions database, Agile ICS planning, and Capability Evolution Plan (CEP) development.
· AEGIS and/or AEGIS AP program and/or procurement experience, including Spares, DMS, LTB’s, Contract Management, ISEA coordination, and Depot management.
· Maritime Theater Missile Defense Forum (MTMD Forum) experience. Requires specialized skills and substantial project knowledge to be effective including awareness of disclosure limitations and coordination procedures of AEGIS Weapon System information with allies and external organizations. Expertise in Knowledge Management, event planning, tactical data link function verification, strategic communications, and weapons system disclosure policy are required to perform effectively in support of this government project. Desired skills are military experience and ability to serve as a DC-based liason for the entire team. Specifically, former DDG/CG TAO and/or prior BMD experience in complex AORs.
· Program planning, acquisition package development, program funding and contract management support to PEO IWS 1IT. Proven ability to maintain liaison with government customers, contracting offices, and vendor representatives to ensure monitoring and tracking of all phases of acquisition initiatives. Experience in developing and delivering solicitation and contract modification documentation via the SPS/PD2 system.
· Experience with drafting Procurement Requests (PR), updating Technical Instructions (TI), tracking Task Orders, update funding logs, coordinating financials plan and funding requirements.
· Experience with supporting IWS 4.0 international programs from pre-LOR through delivery of hardware and/or services. Knowledge of FMS process required, including navigating Defense Security Assistance Management System (DSAMS) to perform Case Development, Amendment, and Modification tasks as requested by the CM, NIPO, or Country. Candidate must have ability to execute LOA Case Development taskings from Case Manager in support of FMS Case Establishment, FMS Case Amendments, FMS Case Modifications, and/or FMS Case Revisions while utilizing Defense Security Assistance Management System (DSAMS). They must have proficiency within FMS Security Cooperation Information Portal (SCIP) and supporting DOD FMS systems to review and support mitigation plans for (1) Case Execution Performance Tool (CEPT) business rule violations or advisories, (2) execution of Annual Case Reviews (ACRs) for active FMS Cases, and (3) ability to coordinate and/or respond to data calls to SEA 01C, NIPO, and DSCA regarding Case Execution metrics.
· Experience with supporting IWS 4.0 international programs from pre-LOR through delivery of hardware and/or services. Experienced in maintaining program schedules to ensure timely delivery of defense articles and services, including tracking contract deliverables. Proficient in utilizing various other FMS case management systems in support of case management, including: MISIL, DIFS, & SCIP and with developing FMS case actions (e.g. P&As, LOAs, Modifications, Amendments, etc) in DSAMS, including coordinating the definition of scope and associated pricing inputs with the providing organizations.
