    QUALIFICATION AND DUTY STATEMENT

    The Program Manager maintains and oversees compliances standards, clients’ rights, employee rights and develops communications with partner agencies. The Program Manager ensures that standards and guidelines are adhered to, and performances are of adequate quality. Program Managers provide significant contributions to program development, strategic planning and executive level decision making. Position reports to the Director of Operations.

    A Program Manager’s primary responsibility is to oversee and contribute to the House Manager’s & Field Supervisor’s Job Description for all sites over seen and to ensure each employee at the sites are completing all of their required job duties.

    Job description includes but not limited to:

    Consumer Support

    · Ultimately responsible for health and safety of Residents.

    · Will implement and manage the service according to program plan.

    · Will manage the records of Residents served and monitor their progress.

    · Ensure implementation of Resident rights and needs as identified in their care plan.

    · Assess program effectiveness at achieving persons served goals.

    · Maintain adequate supplies, materials, food, and emergency equipment to meet the needs of those served.

    · Coordinate plans and flow of information between home, school, and day program.

    · Maintain the physical property in a safe, clean and attractive condition.

    · Act as liaison, advocate and coordinator for consumer involvement in support groups, self-advocacy, vocational programming, transportation services, integrated community activities, recreation and learning independent living skills.

    · Foster open and supportive communication with clients, clients families and all outside agencies

    · Oversee all consumer medical, medication and health issues.

    · Provide and ensure communication of medical and health issues to staff, agency Management, families, etc. using appropriate logs when necessary

    · Implement and follow-up on all support services recommendations.

    · Coordinate/attend as needed all consumer related meetings (IEP, PCSP, etc.); ensure all necessary follow-up is completed.

    · Coordinate all aspects of consumer financial procedures in accordance with agency and DSHS & DLR policies. Assure the proper and prudent expenditures of all funds.

    · Oversee maintenance of the physical locations and vehicles to include cleanliness, decor, safety issues, and emergency situations; practice preventative maintenance; ensure compliance with all agency standards.

    · Provide consultation and recommendations for developing, implementing, coordinating, and evaluating plans and programs designed to ensure that clients’ needs are met.

    Management /Staff Support

    · Monitor staff performance management, including evaluations and developmental plans, disciplinary actions, etc., for all program staff as scheduled; In conjunction with House Managers and Field Supervisor.

    · Collaborate with the Behavioral Specialist in trainings for all program staff, supervising staff training and development through teaching, acting as a role model and guiding staff on how to appropriately work with and interact with consumers, other staff, families and guardians.

    · Oversee Program Coordinators to ensure that all plans are being followed, new hires and current staff are trained efficiently and properly

    · Ensure staffing needs of the programs are being maintained.

    · Work with Behavioral Specialist and Field Supervisor to conduct team meetings once a month which include company updates/information and trainings.

    · Develop plans and procedures defining lines of responsibility, workloads and staff supervision.

    · Maintain all staff personnel records as required.

    · Participate in the interviewing and hiring of new staff.

    · Random QAs in your locations to ensure all policies, documentation, and laws are being upheld and followed.

    · Be involved in 30-day, 90-day, 6 month, and yearly reviews.

    · Responsible for all administrative and budgetary functions in running the facility.

    · Present and implement all agency policies and procedures.

    · Program Manager will follow and keep the facility in compliance with applicable law and regulations.

    · Attend/chair as needed manager, supervisory and staff meetings; ensure disseminate of all information to staff and others.

    · Ensure completion/submission of all required daily, bi-weekly, monthly, quarterly and annual reports as scheduled.

    · Routinely review all required reports, logs, mail, requests, etc. as needed, maintaining and organized filing systems.

    Additional Duties

    · Supervise and manage all aspects of the facility per licensee’s and program director’s instructions.

    · Develop relevant partnerships and relationships with community agencies and funding agencies.

    · Work with Director of Operations to develop and identify areas of improvement.

    · Must complete a minimum of 40 hours of continuous education in “core knowledge” during the two-year re-certification period.

    · Perform additional duties as required by the nature of the position or as requested by the Director of Operations.

    Fiscal Responsibility/Strategic Planning/Networking/ Marketing

    Provides fiscal oversight for the program and ensures that the program operates within the established budget. Makes financially responsible decisions. Actively manages staffing and non-staff costs. Provides support to House Manager/Field Supervisor to ensure staff schedules are developed and carried out in alignment with required/contracted hours. Will help with company growth by looking for housing locations for potential supported individuals. Participates in the annual budgeting and strategic planning process. Monitors bi-monthly and monthly financial and payroll reports and take steps as needed in response to areas that are off target. Actively contributes to meeting the goals outlined on the strategic plan. Actively networks with customers and other entities associated with supported living services to meet census growth goals for the program. Takes an active role in admission and discharge decisions and planning.

    Quality Assurance/State Surveys

    Ensures the program and employees are prepared for internal and external Quality Assurance Checks. Participates in entrance and exit meetings. Actively interacts with internal and external surveyors during the survey process. Monitors quality assurance metrics. Ensures timely follow-up on any issues identified during internal or external quality assurance audits/surveys. Participates in root cause analysis for systemic issues identified and ensures implementation of systems for sustainable solutions to resolve any quality or compliance issues. Requests assistance as needed from the Management Team to address quality and compliance issues.

    Special Skills Needed

    · Ability to quickly size up situation, then make sound judgment decisions.

    · Must be available on-call 24 hours per day; in an emergency / secondary role.

    · Must have a valid driver’s license and insurance, to transports clients if needed.

    Lines of Supervision

    · Program Manager will supervise the Field Supervisor. The Field Supervisor will be designated as responsible and accountable for the management and administration of the facility during the absence of Program Manager.

    · In the absence of the Field Supervisor the Program Manager will direct or designate another specific staff person in their place.

    Schedule

    · The program manager will work between 40-50 hours per week.

    · The Program Manager shall be on the premises the number of hours necessary to assure compliance with applicable law and regulations.

    Required Education

    · Bachelors Degree

    Required Experience

    · Direct Support Professional: 2 years &

    · 3 years in a supervisory Role
