    Position Summary

Silence Aloud, Inc. is seeking a dynamic and experienced Program Manager to oversee daily operations at The Bridge Wellness Center, a youth drop-in center located in Moreno Valley. This position offers an excellent growth opportunity for a seasoned Case Manager or Assistant Program Manager looking to advance into a leadership role with meaningful impact.

The Program Manager will lead the coordination and implementation of all programs delivered at The Bridge, with primary oversight of the Youth Homelessness Demonstration Program (YHDP)—which provides trauma-informed, housing-focused supportive services to youth ages 16–24 who are homeless or at imminent risk of homelessness—and the Rise Up Youth Empowerment Program, serving justice-involved and at-risk youth ages 0–25.

The ideal candidate will be a collaborative, mission-driven leader with a deep understanding of youth homelessness, diversion, and behavioral health systems. The Program Manager must be adaptable, as this role will evolve in response to organizational growth, including the development and integration of future youth-centered programs.

    Key Responsibilities

    · Provide leadership, supervision, and daily oversight of YHDP, Rise Up, and all other program activities at The Bridge.

    · Ensure services are in compliance with grant requirements, internal policies, and external regulations.

    · Supervise case managers, youth navigators, peer mentors, and other staff providing services across programs.

    · Monitor program performance, track measurable outcomes, and support continuous quality improvement efforts.

    · Coordinate intake, assessment, and service planning processes for youth engaged in housing and diversion programs.

    · Collaborate with county agencies, community-based organizations, funders, and system stakeholders (e.g., CES, probation, schools).

    · Lead staff meetings, trainings, and reflective supervision to foster a culture of accountability, growth, and support.

    · Assist in program budgeting, data reporting, and grant monitoring as needed.

    Desired Experience

    · Bachelor’s degree in Social Work, Psychology, Public Administration, or related field (Master’s degree preferred).

    · At least 3–5 years of program management experience in youth services, housing/homeless services, or juvenile diversion programs.

    · Strong understanding of trauma-informed care, youth development models, harm reduction, and housing-first principles.

    · Experience working with TAY, homeless youth, justice-involved youth, or youth with complex needs.

    · Demonstrated ability to manage multidisciplinary teams and collaborate with external agencies.

    · Excellent written and verbal communication, documentation, and organizational skills.

    Desired Qualifications

    · Prior experience working with the Riverside County Homeless Management Information System (HMIS) or similar data platforms.

    · Familiarity with the Riverside Coordinated Entry System (CES) and navigation of Continuum of Care (CoC) structures.

    · Understanding of HUD-funded programs and reporting requirements.

    · Working knowledge of Medi-Cal billing or behavioral health documentation systems is a plus.
