    Minimum Qualifications

    Proven experience leading organizational assessments and change management initiatives, particularly in the public sector or government agencies

    Strong knowledge of federal funding requirements, compliance regulations, and audit processes

    Demonstrated ability to conduct gap analyses across key organizational areas like operations, program design, and financial management

    Experience creating strategic roadmaps and implementation plans

    Strong project management skills to coordinate across multiple stakeholders

    Excellent communication and stakeholder management skills

    Relevant educational background such as an MBA or related advanced degree

    Professional change management certification (e.g. Prosci, CCMP, etc.) would likely be beneficial

    Goals of the Project - 3 Goals

    | Goal#1 | 1. Establish a solid understanding of federal requirements, including all terms and conditions of the federal award agreement and regulations governing qualified projects (e.g. Davis Bacon, Historic Preservation, Buy American), and develop policy & procedures to ensure compliance. Goal#2 | 2. Gap analysis or similar methodology in all key areas of the Authority based on current assessment and future state on successful deployment of funding awards in full compliance based on applicable federal and state inspections and audits. Key areas of capabilities include but not limited to:

    • Operations (including personnel, technology, and infrastructure)
    • Program (existing and new program design under federal funding awards and characteristics of deployment partners)
    • Financial (policies, procedures, and audit process for funds management and accounting as well as financing capabilities for direct lending by the Authority)
    • Risks and challenges both internal and external Goal#3 | 3. Create a roadmap, framework, or plan for addressing findings in the gap analysis and supporting activities with the recommended level of resources.
