    The Regional Health System Strengthening Coordinator will lead and manage the technical and operational implementation of activities at the regional level, including all activities in the relevant districts. The Regional HSS Coordinator will work closely with the national technical team to identify and deploy short-term technical assistance in response to regional and district stakeholder needs. The Regional HSS Coordinator will synthesize best practices, innovations, and lessons learned from all regions.

     

    The Regional Health System Strengthening Coordinator, in close collaboration with the relevant departments of the Ministry of Health (medical region, health districts) and in accordance with Senegal's health policies, standards and protocols, will:

     

    • Serve as key points of contact for local technical and governmental nuances and priorities.
    • Coordinate regional and district level activities and be empowered to make quick decisions aligned with IDH vision.
    • Contribute to the development of technically sound and contextually relevant work plans, providing insight into feasibility, recommendations for innovative partnerships, and updates on government priorities.
    • Regional HSS Coordinators will track updates, impacts and challenges to their region-specific progress, and communicate any changes in needs to the National Technical Team.
    • Ensure local ownership, capacity building and appropriate design of country level activities, and will be supported by specialized short-term technical assistance experts.
    • The position holder is under the supervision of the HSS Technical Director
    • He/she supervises the project staff at the regional office level

    Required Skills Required Experience

     

     

    • Hold a Doctorate in Medicine and an advanced degree in program management, social sciences, or any other equivalent degree
    • Proven professional experience of at least six (6) years in the management and implementation of health programs within a national or international structure involved in health development.
    • Proven professional experience in the implementation of interventions to strengthen the health system (governance/leadership, financing, HR, logistics management, information systems, service delivery)
    • Proven professional experience in managing health project teams
    • Fluency in French (written and oral). Good knowledge of English (ability to communicate in written and spoken English.
    • Very good knowledge of computer tools and current software (word processing, spreadsheet, collaborative tools, presentation tools, messaging, database etc.).
    • Demonstrate strong knowledge of the health sector.
    • Demonstrate strong knowledge of interventions in reproductive health, family planning, child survival, nutrition, malaria and infectious disease control, health system strengthening, and health promotion.
    • Demonstrate good knowledge of management and monitoring of development programs, administrative and financial management of programs. Ability to interact with other partners at the national, regional and district levels for better synergy of program interventions.
    • Ability to work under pressure, to manage a complex set of activities in an environment where multiple objectives are to be achieved within a limited time frame.
    • Have skills in adult education and coaching techniques for effective learning.
    • Strong professional, managerial, and behavioral skills necessary to perform satisfactorily in the position.
    • Excellent communication skills (written and oral) and writing skills (reports, minutes, etc.) Be able and available to conduct frequent field missions to monitor the quality of implementation of program activities in the field.
    • Must have authorization to work in Senegal.

  • Qualifications
    • Bachelor’s degree in Mechanical Engineering or related field or equivalent knowledge and skills acquired through on the job training or experience.
